What the role is

The Director/ Head (CMO) leads the Case Management Ops Division and oversees the four teams to ensure smooth operational workflows for comprehensive vaping case management. The incumbent is responsible to support the rationalisation and translation of vaping policies into operational policies plans to facilitate implementation across operational teams in support of the national effort against vaping. The incumbent will be working in a fast-paced and dynamic environment that requires managing multiple priorities and stakeholders simultaneously, while working closely with various ministries, statutory boards, health institutions and external agencies to ensure seamless implementation of operations plans for vaping case management.

What you will be working on

Case Management & Policy Implementation

  • Provide operational oversight of vaping case management operations across the different tracks, while developing and enhancing operational frameworks that translate vaping policies into coherent and integrated end to end workflow.

Operational Readiness & Infrastructure Development

  • Provide direction for establishment and maintenance of operational infrastructure including dedicated hotlines, all centre operations, and physical facilities to support comprehensive vaping case management. Coordinate with HSA Infra, Finance and HR divisions to ensure operational continuity, seamless setup, staff deployment, and resource allocation.

Inter-Agency Leadership & Coordination

  • Liaison and coordination with Ministries (MOE, MINDEF, ICA, MHA, MOM, MSF), Statutory Boards (HPB, ICA) and other agencies (SPF, CNB, PHIs and SSAs) to ensure Whole-of-Government approach in vaping case management operations, fostering seamless collaboration and policy implementation across all stakeholders.

Resource Planning & Performance Management

  • Oversee resource allocation, capacity planning, and performance standards for case management operations, ensuring optimal utilisation of rehabilitation facilities, testing capabilities, and operational assets while monitoring overall effectiveness and compliance with case management protocols.

Reporting & Analytics

  • Oversee production of management reports and analytics to support senior leadership decision-making, policy development, and operational planning.

Contracting and management an outsourced call centre

  • Supervise the contracting and management an outsourced call centre in support of CMCC operations.

Other duties

  • Perform any taskings and duties as directed by CEO HSA.

What we are looking for

  • A strong background preferably related to healthcare, public health, regulatory affairs, or related field with minimum 8-10 years senior management experience in public sector or equivalent healthcare regulatory operations.

  • Strong competency in translating policies into robust operational plans and demonstrated experience in formulating operational workflows, SOPs, and case management systems aligned with regulatory changes.

  • Prior experience collaborating with government agencies, healthcare organisations, and stakeholders to develop enforcement action plans and operational responses, with ability to operate effectively in high-pressure regulatory situations.

  • Strong leadership capabilities with excellent analytical, communication and relationship-building skills, organisational abilities, attention to detail, and capacity to multi-task effectively in dynamic environments with minimal supervision
