What the role is

You will be part of the Licensing & Regulation of Insolvency Practitioners Division (“LRIPD”) of the Insolvency & Public Trustee’s Office (“IPTO”). You will assist the Licensing Officer who oversees the licensing and regulation of insolvency practitioners (“IPs”) to ensure the fair and responsible administration of insolvency and restructuring matters in Singapore.

What you will be working on

Your role and responsibilities will include, but are not limited to: • Assessing the merits of new and renewal applications for the grant of an IP licence • Undertaking monitoring and compliance-related work to ensure that the IPs maintain professional standards of conduct, and comply with the relevant statutory requirements • Investigating complaints made against IPs in respect of alleged professional misconduct / non-compliance with statutory obligations on the part of the IP • Developing, reviewing and refining existing as well as new operating procedures, frameworks and IT systems to carry out licensing and regulation functions • Formulating guidelines and advisories as well as reviewing policies and processes relating to cybersecurity and data protection for the IPs • Collaborating with stakeholders on incident response management in relation to cybersecurity and data incidents in the IP industry • Engaging with stakeholders including IPs and professional bodies etc through dialogues and consultations to garner feedback, understand their challenges and explore solutions on relevant issues relating to the IP industry • Collaborating with professional bodies and training providers to develop continuing professional education or training programmes to enhance the competencies and professional standards of IPs

Able and willing to think and act beyond department or agency lines for the public good. • [Engaging Public and Stakeholders]: Reach out, educate and mobilise citizens/businesses, stakeholders and volunteers to support and promote community compliance, and adopt best practices. • [Leveraging on Technology]: Keep up to date on technological trends relevant to licensing and enforcement work, as well as in cybersecurity and data security, and adopt relevant technology-enabled solutions to address current and future enforcement challenges. Personal Traits / Work Experience • Qualifications in Accounting, Business, Finance, Economics or other relevant field, and / or professional accounting / legal qualifications recognised by ISCA / Law Society may be preferred • Relevant work experience in the administration of insolvency / debt-restructuring cases may be preferred • High degree of integrity, credibility and independence • Highly motivated, dependable and resourceful • Good interpersonal skills and a team player / contributor • Problem solver with strong analytical skills, and is capable of anticipating problems and implementing pragmatic solutions in a dynamic and challenging environment • Good written, oral and presentation skills Successful candidates will be appointed on a 1-year contract in the first instance. Any extension of the contract will be subject to job performance and/or manpower needs.
