What the role is

We are seeking a highly experienced Project Manager/ Programme Manager to join our Information Systems Applications Department. You will lead the government initiatives that will transform the construction industry relating to the regulatory plan submission and automated plan checking processes. You will also lead the strategic planning, implementation, and continuous improvement of our enterprise systems that process and manage building plans and development submissions from the industry. Working closely with business stakeholders and technical teams, you will drive digital transformation initiatives that optimise business processes and enhance service delivery. You will source potential solution providers and work closely with BIM principal product vendors.

What you will be working on

Key Responsibilities • Lead comprehensive project management of large-scale enterprise system initiatives from conception through delivery and post-implementation support. Develop detailed project plans, manage budgets and resource allocation, and ensure projects are delivered on time, within scope, and to quality standards. • Partner with business stakeholders to analyse requirements, identify opportunities for process improvement, and propose innovative digital solutions that align with organisational objectives. Facilitate workshops and requirements gathering sessions to ensure comprehensive understanding of business needs. • Oversee vendor relationships and procurement processes, ensuring delivery of high-quality IT solutions that meet technical and business requirements. Manage contracts, service level agreements, and vendor performance assessments. • Implement robust risk management frameworks, identifying potential project risks and developing mitigation strategies. Monitor project health through established KPIs and provide regular reporting to senior management and steering committees. • Drive change management initiatives to ensure successful user adoption of new systems and processes. Collaborate with training teams to develop comprehensive user education programmes. • Ensure all projects comply with IT governance policies, security guidelines, quality standards, and regulatory requirements. Maintain documentation and audit trails throughout project lifecycles. • Work closely with UX Designers, Infrastructure Engineers, Solution Architects, and external vendors to deliver secure, scalable, and user-friendly solutions that meet enterprise standards. Technical Environment • You will oversee projects involving enterprise systems built on Enterprise Java technology and Oracle databases. Experience with cloud platforms, particularly Azure, and modern development practices including DevOps pipelines will be valuable.

What we are looking for

• Degree in Computer Science, Engineering, Information Systems or related disciplines • Minimum 15 years of experience as an IT Project Manager managing enterprise-scale system implementations • Demonstrated expertise in multiple project management methodologies including Waterfall, Agile, and hybrid approaches • Strong financial acumen with proven experience in budget management, resource planning, and vendor contract negotiation • Track record of delivering projects within approved budgets and timelines • Strong stakeholder management and communication skills, with ability to present to different levels of staff and facilitate cross-functional collaboration • Proven analytical and problem-solving capabilities • Professional certifications such as CITPM, COMIT, PMP, or Certified ScrumMaster and experience with Azure cloud technologies will be an advantage
