What the role is

The Waste Management Division (WMD) is responsible for the regulation of the waste collection industry, the Public Waste Collection scheme, general waste disposal facilities, the Extended Producer Responsibility, Disposable Carrier Bag Charge, Mandatory Packaging and Waste Reporting schemes. It also enforces against illegal dumping activities. Through these programmes, WMD aims to achieve an efficient and sustainable waste-to-resource management system in Singapore.

Producer Responsibility Department (PRD) oversees the development, administration and regulation of Extended Producer Responsibility (EPR) Schemes for waste streams such as E-waste and packaging waste, as well as the Disposable Carrier Bag Charge and Mandatory Packaging Reporting scheme. It is responsible for the licensing of the Producer Responsibility Scheme (PRS) Operator and the regulation of recycling facilities under the EPR schemes. It is also responsible for the audit and verification of data submitted under the EPR schemes to ensure stakeholder confidence and integrity of the system.

What you will be working on

You will be responsible for the following:

  • Review global and local landscapes for sustainable waste management strategies and technologies

  • Develop and implement plans for key waste streams (i.e. packaging waste)

  • Administer and regulate Extended Producer Responsibility and related reporting schemes for packaging waste

  • Facilitate and organise stakeholder discussions, engagements and consultations for packaging

  • Work with other departments/agencies to develop and build up capabilities for the plastics recycling industry

  • Develop, operationalise and implement plans for packaging waste, including plastics e.g. mandatory packaging reporting, disposable carrier bag charge, including outreach and engagement efforts

  • Carry out audits, inspections and enforcement to ensure compliance of stakeholders obligated under the Resource Sustainability Act for packaging waste

  • Assist in the development, maintenance and improvement of the online reporting system, including project coordination work with the system vendor

  • Handle feedback and enquiries to ensure timely provision of information, clarification or advice

  • Other duties as assigned

What we are looking for

The job might be for you if you possess the following qualities:

  • Degree in Chemical/Electrical/Mechanical/Environmental Engineering or other relevant fields of study

  • Passion for environmental protection and adept at working with corporate and public stakeholders

  • Minimum 5 years of relevant experience in Sustainability, Environmental, and/or Waste Management

  • Good organisation and project management skills, ability to manage multiple priorities and stakeholders at the same time

  • Outgoing and pleasant personality; mature, independent and resourceful; highly self-motivated; patient and resilient; adaptable to diverse work scopes

  • Good team player, strong interpersonal communication, writing and analytical skills

  • Meticulous with an eye for detail

  • Proficient with Microsoft Office, including Excel, PowerPoint
