Join the Data Strategy & Analytics Division (DSAD) team to grow SSG into a data-mature organization where we use data pervasively and securely to deliver on our business missions.

What you will be working on

The Data Scientist in the Data Strategy and Analytics Division is an individual contributor reporting to an Assistant Director/Principal Manager.  The role leverages advanced data analytics and machine learning capabilities to derive strategic business insights from large-scale and real-time datasets to inform policy analysis, strategic planning, and operational efficiency improvements.  You will also serve as the domain expert to coordinate, strategize and guide other SSG officers on data analytics work to achieve efficiency and accuracy.

 

Statistical Analysis & Machine Learning Development

  • Research, develop, and deploy statistical and machine learning models for comprehensive data analysis to support data-driven policy and programme review

  • Apply intermediate to advanced statistical concepts including hypothesis testing, regression analysis, time series analysis to solve complex analytical problems

  • Apply data mining techniques and perform statistical analysis to generate insights at scale

Data Quality Management & Processing

  • Devise algorithms to mine big data stores, perform error analysis, and ensure data uniformity and accuracy across multiple sources

  • Evaluate anomalies in collected data, investigate erroneous or incomplete data with stakeholders, and develop data cleansing strategies to reduce inaccuracies

  • Write efficient, reusable code for data preparation and analysis using tools like Python, R, and SQL

Stakeholder Collaboration & Solution Development

  • Collaborate with internal and external stakeholders to understand analytical needs and devise innovative solutions

  • Manage data collection, processing, and reporting of Continuing Education and Training (CET) statistics

  • Communicate analytic solutions and implement improvements to operational systems

Data Visualization & Communication

  • Conduct analysis of CET data and survey results, generating insights through interactive dashboards

  • Designed customised visualisations to inform policy and programme review and design

  • Present data persuasively using tools like Tableau and apply design principles to enhance usability

Strategic Data Value Assessment

  • Demonstrate a keen understanding of data value relating to business objectives, managing and coordinating primary research studies including CET-related surveys and outcome reviews

  • Leverage data-driven evidence to inform policy development, engage stakeholders to understand requirements, and pilot new initiatives with target groups

Capability Building & Knowledge Transfer

  • Contribute to building data analytics capabilities across the organization

  • Support the development of frameworks and systems to drive analytics learning and development strategies

What we are looking for

  • Possess the required competencies to execute the job duties proficiently

  • Junior Data Scientist: Up to 6 years of experience in computer science, applied mathematics, or other quantitative/computational disciplines. Those with no relevant experience but have been involved in relevant projects or short stints in similar areas / functions can apply

  • Senior Data Scientist: At least 6 years of relevant experience

  • Knowledge and experience in the following are necessary to perform the role effectively:

    • Data visualization tools (e.g.Tableau)

    • Data analysis/processing tools (e.g. R, Python)

    • Cloud Technology (e.g. AWS data and analytics Tech Stack)

    • Distributed computing tools (e.g. Hadoop/Spark) are necessary to perform the role effectively

  • Demonstrated ability in building machine learning models at scale, using real-time data pipelines on platforms

  • Proficiency in data engineering, including SQL and manipulating structured and unstructured data sources for analysis

  • Experience in stakeholder management and building communities of practice

  • Demonstrated ability to manage multiple projects and deliver results in a fast-paced environment

Successful candidates will be offered a 2-year contract in the first instance and may be considered for an extension or be placed on a permanent tenure.

About SkillsFuture Singapore

SkillsFuture Singapore (SSG) is a statutory board under the Ministry of Education (MOE). It will drive and coordinate the implementation of the national SkillsFuture movement, promote a culture and holistic system of lifelong learning through the pursuit of skills mastery, and strengthen the ecosystem of quality education and training in Singapore. SSG will strengthen the adult training infrastructure by taking on all existing functions of the Committee for Private Education (CPE) and guide the Institute for Adult Learning (IAL) to enhance the capabilities and professionalism of adult educators. SSG will play a key role in the quality assurance for private education institutions and adult training centres. Together with educational institutions and training partners, SSG will ensure that students and working adults have access to high quality, industry-relevant training throughout life. SSG will also bring together synergies in continuing education and training (CET) and pre-employment training (PET), so skills requirements will continue to meet the demands of different sectors of the economy.
