What the role is
You will join AGD’s Salaries & Pensions Team and support the team in leading system enhancements and projects relating to Government’s payroll, pensions, claims and medical billing. You will also oversee system security administration for the Government financial system.
What you will be working on
Specifically, you will:
• Implement payroll system changes due to HR policy changes and translate policy intent and directions into workable system solutions, in compliance with business and statutory requirements.
• Plan and assess upgrades for payroll and related modules, coordinating with stakeholders before finalising solutions.
• Collaborate with cross-agency teams on implementations or enhancements affecting payroll and other modules.
• Conduct impact assessments, user acceptance testing, change management, and deployment for system improvements.
• Oversee end user change management during implementations and facilitate knowledge transfer to the central operations team.
• Support studies in the revamp of payroll and related systems, such as in evaluating options to meet business needs, policies intent and business process re-engineering.
• Oversee system security administration for Government financial system with a team of officers.
What we are looking for
Functional/Technical Competencies
• Tertiary education in Accountancy, Business, Finance, Analytics, IT, Systems or related disciplines with at least 10 years of work experience
• Good understanding of payroll and/or finance processes and experience in managing and/or developing systems.
• Ability to put forth proposals and recommendations for management decision-making.
• Possess good leadership, communication, presentation and stakeholder management skills, with the ability to influence and drive change.

• Possess strong problem-solving, good critical thinking, and analytical skills.
• Good interpersonal, communication and stakeholder management skills.
• Good time management skills to multi-task and handle competing priorities.
• Ability to be agile and navigate ambiguity.
