What the role is

The Smart Nation Group – Digital Government (SNDG), under the Prime Minister's Office (PMO) and administratively managed by the Ministry of Digital Development and Information (MDDI), is at the forefront of the Singapore Government’s digital transformation. We shape, fund and implement strategies and policies to achieve our vision of a Digital Government that is Digital to the core, and serves with heart. This includes building long-term digital capabilities for the public sector, driving innovation across Government agencies, and ensuring digital services are user-centric, secure and resilient.

What you will be working on

The Strategic Resourcing team in the Strategy, Policy and Resourcing (SPR) Division is critical in shaping digital transformation across whole-of-government (WOG) through strategic resource allocation and funding decisions. In this role, you will lead the Strategic Resourcing team to prioritise and decide the allocation of central Information and Communications Technology & Smart Systems (ICT&SS) funding and manpower resources to support WOG digital priorities. Specific Job Responsibilities • Develop and implement robust WOG resourcing prioritisation and policy frameworks to support critical WOG digital priorities while balancing competing demands. • Administer the WOG Central Digitalisation Budget, in partnership with the Ministry of Finance (MOF), to support agencies that need resources to scale digital transformation projects / digital products and to build digital capabilities. • Administer the WOG Initiation Budget to foster innovation and support the derisking of emerging digital products and solutions. • Oversee and coordinate funding rounds with inputs from technical and subject matter expert. This includes evaluating proposals for impact, strategic alignment and quality to ensure optimal resource allocation. • Monitor and assess the performance of funded initiatives to inform future investment decisions and scaling opportunities, and to recommend appropriate interventions when required. • Lead continuous improvement efforts to streamline funding processes and enhance operational efficiency. • Develop resourcing approaches and strategies to enable GovTech to effectively fulfil its role as the driver of WOG digital transformation. • Build and maintain strong partnerships with stakeholders across government, including MOF, agencies and GovTech teams.

What we are looking for

• Degree in finance, economics, computer science, or engineering, or equivalent practical experience. • At least 8 years of relevant experience in strategic finance, resource management, venture capital, private equity or digital product development. • Strong analytical, critical thinking, and writing skills. • Excellent communication and interpersonal skills to build relationships and identify common ground with diverse stakeholders. • Familiar with public sector budgeting and accounting. • Keen interest in technology and willingness to keep up with technological trends. Technical knowledge or experience working with digital products is advantageous, but not a must.
