What you will be working on

Scope

This role supports the Deputy Director in the engagement, coordination and management of the Regional Healthcare System (RHS) Cluster within their region to ensure clarity and optimisation of HPB's role as the National Health Promotion manager vis-à-vis the RHS Cluster's role as the Regional Health Manager.

You will have opportunities to lead work streams and projects or business cases emerging from collaborations with the RHS Cluster. This will require critical thinking, stakeholder management, strong communication, coordination and project management skills.

Public and Private Partnerships

You will also support the Deputy Director in identifying, managing and deepening relationships with key national-level partners such as People's Association (PA), Agency for Integrated Care (AIC), Workplace Safety and Health Council, and National Trade Union Co-operative (NTUC), amongst others. You will be expected to lead and drive discussions and work streams emerging from initial higher-level engagements.

You will need to coordinate and align with the Integrated Outreach department within the Regional Division to ensure that follow-up ground activations and programmes are within HPB's operational parameters and considerations.

You will be expected to lead and drive specific operational activities under the Healthy Living Environment (HLE) strategic thrust as part of HPB's five-year strategic plan.

Mature Workers' Outreach

You will oversee and drive the strategy for a portion of workplace outreach, specifically for mature workers under selected Priority Industries.  You will need to devise an overarching roadmap that aligns with HPB's five-year plan and the Outreach Group's mandate, whilst being mindful of national objectives for the ageing population (e.g. Age Well neighbourhoods, Ageing Workforce initiatives, etc.).

You will ensure that the team carries out initiatives based on the framework and evaluate efforts at reasonable intervals.  Finally, you will be expected to oversee functional activities of the department, including HR, budget management and risk management activities, with staff reporting to you.

What we are looking for

What an Ideal Candidate Looks Like

We seek a dynamic, results-driven and self-motivated individual with at least four years of relevant working experience and at least one year in a team leadership role. You should have a track record in strategy development, project management and execution, and supervisory experience.

  • A strategic, analytical and critical thinking mindset with a proven track record in developing sustainable strategy plans, supported by viable operational concepts and backed by data and forecasting assumptions

  • Outstanding leadership qualities and people management capabilities with demonstrated ability to interact effectively with all levels of an organisation and navigate complex stakeholder relationships

  • Exceptional planning, analytical and critical thinking, and project management skills

  • Resourcefulness in seeking solutions and ability to streamline processes and produce desired outcomes

  • Strong collaborative and partnership building skills

  • Expertise in presenting complex concepts clearly to diverse audiences, including senior management and partners

  • Effective communication skills (verbal and written) with strong presentation and negotiation abilities

  • Prior experience in the health promotion field will be an advantage
