The job holder is expected to perform the following: A) Strategic Planning and Oversight: • Support Dir and Senior Asst Director (SAD) to develop MHQ's 5-year Science and Technology (S&T) initiative roadmap. • Staff co-secretariat team for the HTX-MHQ AI Steering Committee. • Staff secretariat team for MHQ ICT Digitalisation Steering Committee (IDSC). B) Operational Technology Implementation and Management: • Staff engagement with MHA-HQ (MHQ) Divisions to understand their pain points, conceptualise desired to-be state as well as identity capabilities to develop to improve work processes through digitalisation. • Support SAD to engage MHQ Training and Programme Management Centre (MTPMC) to identify and match technical resources to MHQ Divisions’ S&T needs. • Manage MHQ Digital Factory operations, ensuring contract fulfilment and timely delivery implementation of low code/no code digital solutions. • Conduct horizon scanning to identify emerging technologies applicable to MHQ • Implement initiatives to increase digital adoption within MHQ, including forming cross-functional digitalisation teams, rolling out ICT platforms and tools (including requirements gathering, staff training on use of tools, communications to staff on upcoming changes etc), change management to build digital-first mindset of MHQ staff. • Conduct and analyse satisfaction surveys on workplace ICT tools for timely feedback to MHQ CIO.

• Excellent communication and interpersonal skills. • Strong analytical and problem-solving abilities, particularly in translating organisational pain points into process improvements and technology solutions. • Experience in Change Management and/or Service Journey, Product Design preferred. • Good knowledge of technology applicable to MHQ use cases. • Ability to prioritise and manage multiple S&T projects simultaneously. • Experience in managing and/or reviewing contracts • Knowledge of and interest in learning about the latest technology trends. All new appointees will be appointed on a two-year contract in the first instance.
