What the role is

Description of Division: The Investigations and Contingency Planning Division (ICPD) is the staff authority over investigation policies and frameworks in MSF, as well as MSF’s readiness in responding to various national and localized contingencies. ICPD conducts investigations into serious cases that potentially lead to prosecution. It oversees MSF’s execution of contingency plans in various peacetime and National Emergency scenarios. ICPD also provides Ops Analysis into incidents-of-interest (offences, regulatory breaches, etc) to highlight noteworthy trends, personalities or other areas of interest, to help enhance effectiveness of ground operations by MSF Divisions. Description of Branch The Ops Planning (OP) Branch will drive the development and upkeeping of the Operations Policies with respect to Investigations, Contingency Planning and Readiness of MSF. OP Branch will work with MSF Ops and Policy Groups/Divisions for tasks such as co-developing operations policies, guideline and framework, legislation review and developmental projects in HR, IT or other areas. As the staff and planning branch within ICPD, it drives the transformation and organizational development efforts in ICPD.

What you will be working on

Job Purpose SM Ops Planning (Investigation) is to support DD Ops Planning in the following areas: a. Lead on transformation of the Division: To constantly scan the operating environment of MSF for situational awareness, and think through from a strategic perspective, how best ICPD should function and be structured to ensure investigation as a central function being effectively and efficiently carried out b. Explore, identify and strategize areas for development: Map out and analyse the terrain under the purview of Investigations Branch (IB) to constantly review underlying factors that would shape the structure and work of IB, and support D/ICPD in corresponding efforts to ensure MSF adopts the most effective and resource-efficient model for enforcement and investigations c. Review and define investigation standard for MSF d. Review, define and develop investigation capabilities for MSF e. Develop investigation policy and frameworks to guide Divs in investigation and undertake investigation-related staff work e.g. work with Policy Div on legislation review f. Lead, develop and review a coordination framework with external enforcement agencies g. Explore and develop a community of best practices in investigation through research, findings from other agencies, etc. Responsibilities • You will report to DD Ops Planning. • Support DD Ops Planning in transformation efforts • Lead Ops planning in investigation matters (policy, standard, capability) • Provide strategic planning and staff support to IB • Lead efforts in developing community of best practices in investigation • Lead efforts in ensuring consistent and effective coordination with external enforcement agencies on investigation matters • Support DD Ops Planning in corporate functions – PKI monitoring, resource monitoring, etc.
