What the role is
Singapore’s home ownership programme is a key social tenet, and our public housing estates are home to more than 80% of Singapore’s resident population. Our public housing estates are managed and maintained by Town Councils for the benefit of residents.
In this role, you will play a pivotal part in the formulation, review and implementation of policies relating to town councils, dealing with issues that impact the lives of Singaporeans.
What you will be working on
• Policy and Legislation: To review and implement the Town Councils Act and related subsidiary legislations, as well as develop new policies relating to town councils. In particular, you will develop strategies to exercise regulatory oversight of town councils to ensure Town Councils are well-governed and that the interests of residents are safeguarded while retaining their autonomy to manage our public housing estates.
• Performance and Governance: To design programmes and initiatives to promulgate good governance and estate management practices among Town Councils, monitor and ensure performance standards are met, and that residents are informed of their Town Council’s performance, as part of ensuring town councils’ accountability to residents and the effective maintenance of HDB estates.
• Finance: To assess Town Councils’ financial adequacy and sustainability, and administer various government grants and related financial matters
You will have opportunities to work in multi-agency, multi-disciplinary teams with officers from HDB, other government agencies and the Town Councils. This job allows you to hone your sense-making skills, gain a better understanding of the operations of town councils and other resident-facing agencies, and acquire new skillsets in the areas of regulatory policy-making, governance standards and legislative drafting/interpretation.
What we are looking for
We are looking for officers who possess strong analytical skills and excel in navigating complex issues with sharp policy acumen. The officer should also have keen socio-political sensitivity and strong ability to balance competing considerations in the formulation of policies. He/she should also be a strong team player and comfortable driving discussions and negotiations with other agencies.
