What the role is

The Animal & Veterinary Service (AVS), a cluster of NParks, safeguards the health and welfare of animals through comprehensive and integrated programmes and works closely with partners in the veterinary and animal-related industries to strengthen capacities and enhance competencies in animal health and welfare. It is the main touch-point on animal and veterinary matters in Singapore and the first responder for all animal-related feedback. It also conducts public education and engagement programmes to foster a humane and gracious society for all, where pet owners, communities, and animals co-exist in greater harmony within our City in Nature.

What you will be working on

You will be part of the Quarantine & Biosecurity Services (QBS) team under the Veterinary Health Division (VHD) of AVS. As a member of the trans-disciplinary team at QBS, you will be responsible for biosecurity and quarantine operations, animal examination and disease investigations, and providing professional and competent data analysis and research support for animal and zoonotic disease biosurveillance programmes across various sectoral partners nationally, with the objective of meeting NParks mission to create the best living environment through excellence in nature conservation, greenery and recreation, and veterinary care, in partnership with the community.

Your scope of work includes:

  • Overseeing and supervising the operations of border inspection and quarantine facilities to ensure alignment with biosecurity policies and mission, as well as customer service standards.
  • Overseeing the health and welfare of animals under quarantine, and supervising quarantine staff and contractors.
  • Facilitating trade by endorsing export veterinary health certificates.
  • Overseeing the operations of other designated quarantine facilities. This includes carrying out inspections and audits of such designated quarantine facilities to ensure compliance with biosecurity conditions, and inspecting animals prior to release from quarantine.
  • Overseeing the development of work plans, reviewing centre processes and initiatives, managing budgeting and expenditure, and handling staff recruitment, career planning, and manpower-related issues for QBS
  • Staying abreast of developments in biosecurity technologies and working with internal stakeholders to conceptualise, lead, and implement the adaptation of intelligent digital solutions (e.g., home quarantine technology, use of sensors in biosecurity inspections).
  • Working and communicating with a wide variety of internal and external stakeholders on the biosecurity of imported animals and animal products.

What we are looking for

  • Areas of study in Veterinary Science/Veterinary Medicine, or related areas
  • Experience in and knowledge of the veterinary sectors
  • Experience in supervising a team through complex operations and large-scale projects from conception to implementation would be advantageous
  • Excellent interpersonal and communication skills
  • Team player with initiative, drive and strong leadership and management skills
  • Good IT skills e.g. sound applied knowledge of Microsoft Office, AI tools
