What the role is
The candidate will require close collaboration with various stakeholders, leaders and data owners across NCSS & Public Service; understand stakeholder needs and challenges; and to develop processess, systems and plans to manage the planning and data related work for CaG. In addition, the team would oversee the internal capability development for CaG staff to ensure that officers would be effective and successful in sector development and achives NCSS' mission - to develop a sustainable social service sector that improves quality of life.
What you will be working on
You will serve as the overall data integration and business intelligence manager for the Group.
Your core activities shall include:
(i) Identifying, acquiring and analysing information and datasets relating to CaG's business areas (eg: organisational health, manpower and training data of SSAs), to inform and support effective management decisions.
(ii) Reviewing, setting up, and automating data pipelines for extracting, transforming and loading data to ensure their timely availability and reliability;
(iii) Developing and maintaining a business intelligence platform (with Microsoft Power BI) customized to support CaG leaders and colleagues in monitoring strategic and operational outputs and outcomes, and make effective decisions;
(iv) Driving alignment across NCSS and stakeholders on the definitions and use of Capability-related data, and support any other organisation-wide data aggregation requests; and
(v) Acting as a resource person for CaG staff on best practices and capability development in the area of data management and business intelligence.
Beyond the set of core activities described, you are to also develop familiarity with your colleagues' work to facilitate collaboration and support team outcomes. Based on organisational priorities, you may also be assigned additional research and strategy development projects towards building capabilities in the social service sector.

You will be working in a technology environment that includes the following tools. Hence, existing competencies would be valued in:
1. Microsoft Excel - including advanced functions such as Pivot Tables and complex formulas to efficiently read, compile and summarize information in spreadsheets for stakeholders;
2. R or Python programming language - for data wrangling and analysis tasks;
3. Microsoft Power BI - for dashboard development and data visualisation, with knowledge of Power Query and/or DAX being a bonus.
Experience & Special Certification(s):
We welcome both experienced professionals and fresh graduates, from any discipline. However, we ask that candidates must have demonstrated aptitude or experience in data management and/or business intelligence work (e.g. through professional experience, coursework, projects, internships or self-directed learning).
Additionally, candidates who have past experience working in the public or social service sector, or in an industry development role, may be considered favourably.
