What the role is
The candidate will require close collaboration with various stakeholders, leaders and data owners across NCSS & Public Service; understand stakeholder needs and challenges; and to develop processess, systems and plans to manage the planning and data related work for CaG. In addition, the team would oversee the internal capability development for CaG staff to ensure that officers would be effective and successful in sector development and achives NCSS' mission - to develop a sustainable social service sector that improves quality of life.
What you will be working on
Officers will be assigned to work on the following areas: (1) corporate planning and strategy coordination; (2) performance monitoring; and/or (3) internal capability building.
(1) Corporate Planning and Strategy Coordination
a. Establishing, reviewing and implementing a structured process to enable workplan development and management for the Group. This includes leading the Group towards ensuring that planned efforts/deliverables are detailed (e.g. in terms of OKRs, budget allocations and implementation timelines) and also synergistic, non-duplicative, and presented consistently for stakeholder reporting within appropriate timelines;
b. Synthesizing insights from analytics projects; stakeholder engagements and other sources to make recommendations for workplan development and strategy prioritisation in support of overall mission achievement of CaG/NCSS;
c.Organise and manage meetings (e.g. Group Strategy meetings; leadership meetings; Board subcommittees) and workplan retreats to facilitate discussion, foster alignment and enable decision making on Group-level priorities;
(2) Performance Monitoring
d. Supporting CaG leaders and colleagues in developing goals and KPIs in their respective functions, and ensure they are tracked and standardized, while acting as the custodian for CaG's performance data to ensure accuracy and timely submission to stakeholders;
e. Monitoring and analysing budget and resource utilisation across CaG, to ensure equitable distribution aligned to Group-level target priorities and achieved outcomes, and budget discipline.
(3) Internal Capability Building
f. Establishing, reviewing and implementing an internal capability building framework for the Group, to ensure staff acquire the knowledge and skills, to be effective at their portfolios (develop capability plans, engage stakeholders etc) and deliver expected Group & NCSS' outcomes and KPIs;
g. Acting as a resource person for CaG staff on best practices and capability development in the area of cross-functional collaboration and ensuring organisational effectiveness.
Beyond the set of core activities described, you are to also develop familiarity with your colleagues' work to facilitate collaboration and support team outcomes. Based on organisational priorities, you may also be assigned additional research and strategy development projects towards building capabilities in the social service sector.
