What the role is
The Municipal Services Office (MSO) was set up in October 2014 to support MND’s vision of “An Endearing Home, A Distinctive Global City” by improving the Government's overall coordination and delivery of municipal services. These services include the upkeep and improvement of our common living environment, so that future generations can continue to enjoy a high standard of living as well as a strong social cohesion in Singapore. We have made large strides in improving the quality of municipal services, by pushing for systemic solutions and championing service excellence among our partner agencies in the municipal sector. Now we are embarking on the next exciting chapter of our journey – to review more fundamentally how we can better manage complex municipal issues which could lead to protracted neighbour disputes.
What you will be working on
In this position, you will support Senior Director/Operations, Director/Community Relations Unit and Deputy Director/Community Relations Unit in formulating municipal services policies and regulation, as well as implementing programmes to better manage such complex municipal issues or disputes. Specifically, you will be tasked to:
• Identify and understand emerging municipal issues and service quality challenges through the analysis and synthesis of data, perspectives and trade-offs, with a focus on prioritising efforts on key issues with significant impact on the municipal sector;
• Work with MND’s senior management and political leadership in securing resources and garnering public/community support for the policies and programmes through the Cabinet and Parliamentary processes;
• Drive the implementation of the policies and programmes by working with our operations team in investigating neighbour disputes over municipal issues and collaborating with MSO’s partner agencies and community partners (i.e. grassroots organisation, town councils, social services agencies etc.) in seeking resolution;
• Track and monitor the efficacy and efficiency of the strategies, policies, and programmes. If needed, initiate and drive the review of existing policies and programmes;
This role will provide significant opportunity for the candidate to interact with senior management in MND and our partner agencies, especially in developing and executing MSO’s strategies and policies. In dealing with bread-and-butter issues that affect the lives of Singaporeans, you will also have plenty of opportunities to interact with ground operation officers, members of the public, community grassroots leaders, and NGO volunteers. Thus, the unique value proposition of this job is that you’ll get to be close to the ground yet operate at a more strategic WOG level.

• As the job has frequent interactions with senior leadership within and outside of the organisation, you need to have exceptional interpersonal, written and verbal communication skills, especially in persuading and influencing across organisational boundaries.
• In addition, you will need to possess a growth mindset, an open mind and grit to overcome the many new and surprising challenges posed by this job.
• Prior working experience in policy, planning, strategy development and project management will be an advantage.
