What the role is
What you will be working on
You will support the procurement functions in NEA by carrying out the following activities:
- Provide leadership to a team of procurement officers to develop category strategies and governance framework to drive strategic sourcing and optimise procurement expenditure to improve the procurement system
- Provide direction for team to proactively engage users to identify aggregations or other procurement levers, improve outreach and facilitate dialogue among procurement community and users
- Provide leadership to engage with and provide procurement advice to business units on their procurement needs as a procurement business partner
- Lead initiatives to establish robust construction procurement and contract management practices
- Lead the review of tender/ quotation documents to ensure that they are drafted in compliance with Instruction Manual (IM) (Procurement), Statutory requirements, BCA’s procurement guidelines, as well as NEA’s internal procurement policy and guidelines and optimise the spending for NEA
- Lead the review of post-award contract documents to ensure proper contract management and governance
- Lead in the enhancement of procurement processes, systems and governance framework in NEA to optimise operational efficiency
What we are looking for
Job Requirements:
- At least 15 years of experience in government procurement and 5 years in management role in construction, building and facilities management sector
- Familiarity with Instruction Manual (IM) on Procurement, GeBIZ system and GeBIZ Management Console (GMC)
