What the role is
Within the Civil Service College (CSC), the Institute of Governance and Policy (IGP) is a team of learning and development specialists and researchers who support the building of public service capabilities in governance, social-economic policy, international relations, public communications and engagement, and policy tools such as regulation and behavioural insights.
What you will be working on
Your role will involve:
• Conducting research that drives insight: Conduct research to surface new perspectives and deepen understanding of critical public service issues, transforming complex governance challenges into actionable insights for policy leaders.
• Developing impactful learning content: Create and communicate quality research outputs through digital learning resources, case studies, articles and job-aids that directly strengthen Public Service performance and capabilities.
• Collaborating with domain experts: Work closely with external specialists, public sector leaders and Learning and Development professionals to develop content, programmes, seminars and roundtables that advance Singapore's governance and policy capabilities.
Your work will contribute to IGP's comprehensive suite of physical and digital learning content, thought leadership papers, and practitioner-oriented resources that build the governance and policy capabilities for the Public Service.
What we are looking for
• At least 2 years of experience in a policy role, the public service and/or research.
• Research aptitude and interest – You're comfortable integrating complex ideas, asking incisive questions, and developing clear, actionable insights that you can express through compelling written communication.
• Proven ability to work independently, as well as to be an effective team player to drive projects from conceptualisation to delivery.
• Experience or passion in learning and development (e.g. programme development and design) is a bonus.

About Civil Service College
The Civil Service College (CSC) is a statutory board under the Public Service Division, Prime Minister’s Office. We are the central learning institution for the Singapore Public Service and we partner government ministries and agencies to develop people for a first-class public service.
CSC brings together public officers from diverse backgrounds and provides them with opportunities for learning and skills upgrading. Our service-wide networks enable public officers to build capabilities, develop shared ethos and gain deeper perspectives, creating a collaborative environment for dialogue and knowledge sharing.
Through our programmes and services, CSC aims to strengthen strategic capacity in governance, leadership, public administration and management for the Singapore Public Service.
