What the role is

The Competition and Consumer Commission of Singapore (CCS) enforces and administers Singapore’s competition, consumer protection and legal metrology laws. Amongst other things, CCS conducts investigations and takes enforcement action in appropriate cases, whilst providing effective advice to the Government and public authorities on national needs and policies in competition, consumer protection and legal metrology matters. You will be actively involved in the enforcement of the Competition Act against cartels, dominant businesses that abuse market position and mergers that substantially lessen competition in Singapore. You will also participate in the enforcement of Singapore’s consumer protection and legal metrology laws to ensure that businesses engage in fair trading practices, supply safe consumer products into Singapore and observe fair trade measurements.

What you will be working on

Your functions and duties include: • Conducting investigations (including the conduct of dawn raids, interviews and intelligence gathering) into, and taking appropriate enforcement action against, businesses that engage in anti-competitive conduct, unfair business practices, the supply of unregistered consumer products and the use of unregistered/uncalibrated weighing or measuring instruments. Where necessary, representing CCS in defending appeals against infringement decisions before the Competition Appeal Board or representing CCS in civil and criminal proceedings before the Singapore courts. • Assisting in the conduct of market studies and provision of policy advice to the Government, other public authorities or consumer protection organisations on competition matters, consumer protection and legal metrology matters generally. • Providing in-house legal services necessary for the discharge of CCS’s functions and duties (e.g. advising on the exercise of CCS’s enforcement powers, reviewing and drafting contracts and other procurement documents). • Assisting development, review and implementation of policies, legislation, and frameworks governing competition, consumer protection or legal metrology in Singapore. • Conducting outreach and engagement with businesses and consumers, and building partnerships with stakeholders to effectively reach target audiences. • Representing Singapore at international competition, consumer protection or legal metrology fora.

What we are looking for

Candidates must be keenly interested in enforcement work and developing Singapore’s competition, consumer protection and legal metrology laws and policies, and should: • Hold a recognised law degree, preferably with at least 2-3 years PQE; possessing an economics degree would be advantageous; • Be called to the Singapore Bar (preferably); • Have litigation experience (preferably); • Have prior experience in practice areas relating to competition or consumer protection law (although candidates with a keen interest in these areas are welcome to apply); • Have prior experience in enforcement or investigation work (although candidates with a keen interest in these areas are welcome to apply); • Be able to speak, write and present well; • Possess good case and time management skills and be able to work well under time pressure and in a dynamic setting; • Be analytical, independent and self-directed/motivated; • Be decisive and able to exercise sound judgement; • Be communicative and empathetic; and • Have a strong sense of purpose.

About Competition and Consumer Commission of Singapore

The Competition and Consumer Commission of Singapore (“CCS”) administers and enforces the Competition Act 2004 and the Consumer Protection (Fair Trading) Act 2003, to guard against anti-competitive activities and unfair trade practices. Additionally, CCS ensures that businesses observe fair trade measurement practices by administering the Weights and Measures Act 1975, and ensures the supply of safe consumer goods by enforcing and implementing the Consumer Protection (Trade Descriptions and Safety Requirements) Act 1975 and its associated Regulations.
