What the role is

The GRaduate Industry Traineeship Programme within the Public Service (GRIT@Gov) aims to provide fresh graduates with opportunities to gain industry-relevant skills and experience that can strengthen their employability to take up full time roles in the sector. This role looks at developing innovative manpower strategies and initiatives to attract, retain, and upskill manpower within the community care sector (i.e. intermediate and long-term care) to meet the manpower demands of today, as well as the models of care of the future. Specifically, the role looks at keeping jobs in the community care sector attractive vis-à-vis the acute sector as well as other similar sectors. Trainees will be able to hone their policy making acumen and better understand the manpower and human resource concerns of the community care sector and its various employers. Trainees can also stand to better understand compensation and benefit issues. This is especially important in an ageing society, where the demand for community care has been, and will continue to, increase.

What you will be working on

- Analysis of manpower and salary data to size budgets, identify problem areas, and inform decisions relating to strategies for manpower and compensation/benefits for healthcare workers. - Review of existing employment facilitation schemes for support care staff - Direct engagement with community care organisations, workers, and other key stakeholders like AIC and MOHH - Drafting of policy and budget papers for new schemes and managing the implementation of these schemes.

What we are looking for

Educational qualifications: • Polytechnic diploma or university degree, in any discipline Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. General understanding of the healthcare sector, specifically the community care sector in Singapore is a plus. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. Ability to explain government policies and schemes in simple ways for stakeholders to understand. • Good Time and Project Management Skills – Possess good time management skills to ensure timely delivery of projects and work amidst competing workstreams and various stakeholders. • Attention to Detail – Ability to analyse data and comfort with numbers to ensure accurate and timely management and disbursement of funds.

Eligibility for GRIT@Gov traineeship

The GRaduate Industry Traineeship Programme within the Public Service (GRIT@Gov) aims to provide fresh graduates with opportunities to gain industry-relevant skills and experience that can strengthen their employability to take up full time roles in the sector.

All trainees must fulfil the following criteria:

  • Singapore Citizen or Permanent Resident; and
  • Graduated or graduating in 2024 or 2025 from Universities, Polytechnics, the Institute of Technical Education (ITE) and other Educational Institutions (e.g. private universities and overseas institutions); or
  • Graduated earlier from above institutions and completed National Service in 2024 or 2025.

Trainees who complete their studies from Universities, Polytechnics, the Institute of Technical Education (ITE) or other Educational Institutions within 2025 but who will only receive their qualification/certification award in 2026 are eligible for the programme as well.
