With digitalisation and increased scrutiny of how data is protected, it is important that MHQ and the wider HT can implement ICT solutions and exploit data with strong governance policies and processes. The jobholder will assist DD (Data Policy) in three key areas: • Data and ICT policy making and implementation coordination • Risk identification and mitigation • Incident management and prevention

Policy • Introduce and review data and ICT governance policies/rules to ensure strong safeguards to our systems and data usage, that are pragmatic and implementable on the ground. o Contextualise WOG policies in the HT context, and influence central agencies to ensure their policies safeguard safety and security concerns (e.g. access to HT e-services) o Coordinate the implementation of WOG ICT and data governance policy implementation across the HT (e.g. NRIC transition from partial to full) Risk • Improve awareness and avoidance of data and ICT risk behaviours. Ensure on-going projects comply with IM8 rules, and are properly treated for known risks. o Perform IM8 risk assessment for data protection of ICT projects. o Oversee initiatives to raise awareness of data and ICT governance issues. Incidents • Implement framework and processes for MHQ and HT to manage data and ICT incidents effectively, Snr Mgmt kept informed and able to provide timely guidance. o Manage incidents arising from improper data protection or lack of ICT control policies. o Review and refine data incident processes, leading to more timely and comprehensive incident response, recovery, and prevent repeat occurrences.

• Interest and knowledge in data strategy, data management and data analytics is preferred. Work experience in related fields will be beneficial • Incident management experiences preferred • Good organizational and analytical skills, able to work within tight deadlines • Resourceful, independent learner who thinks strategically and critically • Strong interpersonal skills • Good written and effective communication skills All new appointees will be appointed on a two-year contract in the first instance.
