What the role is

The Aviation Industry Division seeks to support the development and transformation of Singapore’s air hub, to ensure its continued growth and competitiveness, and to provide quality jobs in the sector.

What you will be working on

The role leads a team of 2-3 policy officers to (i) formulate and implement medium to long-term air transport sector manpower planning strategies and initiatives; (ii) manage CAAS’ manpower funding policy and grants to support workforce transformation; and (iii) analyse our sector’s economic and manpower data, including projecting our future workforce needs, and managing the establishment of a comprehensive air hub workforce database.

This will involve developing and implementing our long-term manpower plans & initiatives across three priorities of strengthening the Singapore core, raising labour productivity, and workforce augmentation. The officer and his/her team will also manage CAAS’ approach and inputs on local and foreign manpower policy with government agencies, as well as with our Institutes of Higher Learning on curriculum development and talent pipeline building efforts. You will craft policy papers and presentations to substantiate the policy direction and strategies CAAS is taking to drive industry and workforce transformation.

In addition, the officer and his/her team will also be responsible for managing CAAS’ manpower funding policies, supporting ecosystem and enterprise specific workforce development plans and efforts. This would include partnering key air transport companies in crafting and implementing workforce initiatives solutions to better attract, retain and develop our workforce, and to administer grants awarded by CAAS to catalyse and accelerate such projects.

Thirdly, the role will require a firm understanding of Singapore’s local and foreign manpower policies and framework, and to be able to analyse and establish our sector’s current and future workforce needs. To do so, the officer and his/her team will need to develop economic and manpower models to support policy-making. This will also include performing and refreshing workforce data collection from various sources including government databases, from sector companies and open sources, and also establishing an air hub workforce database to manage and use the data collected.

As part of the process, the officer will need to develop and forge strong partnerships with sector stakeholders and fellow government agencies to tease out insights and data useful in shaping your analysis, and be able to effectively influence them to meet our objectives.  

What we are looking for

  • Training in any discipline preferably Business, Economics or other relevant disciplines, with at least 7 years of relevant working experience.

  • Preference for at least 3 years of prior experience in public policy, including in manpower planning.

  • Preference for prior experience in managing teams

  • Strong communicator, with the ability to unpack work issues for the team and to communicate data-driven insights and narratives simply and logically to both senior management and stakeholders.

  • Excellent stakeholder management skills, with the ability to cultivate strong relationships and work closely with multiple stakeholders across both public and private sector agencies.

  • Proficient at managing large data sets and varied data inputs, and drawing relevant insights leveraging data analytical tools, but also validating them with qualitative inputs and insights from stakeholders.

  • The candidate should have minimally a strong proficiency in Excel, and have reasonable proficiency with other data analysis and visualisation tools.

  • Strong writing abilities, with excellent problem-solving and critical thinking skills

  • Meticulous, self-motivated and resourceful.

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance, and may be considered for placement on a permanent tenure or subsequent contract renewal.
