The Senior Assistant Director (Procurement) heads the Procurement Team of the Facilities Management & Corporate Services Department under the Corporate Development Division (CDD). You will oversee and manage the entire spectrum of MSE’s procurement functions. You will play a key role in driving procurement excellence, lead sustainability-driven procurement initiatives, and strengthening procurement capabilities within the Ministry.

What you will be working on

• Drive procurement strategies that support the Ministry’s operational and strategic objectives while ensuring compliance with government procurement policies. • Oversee the central procurement unit to manage end-to-end procurement processes for all types of procurement such as construction, facilities management, information technology, and local/overseas events management services. • Provide strategic guidance to internal stakeholders on the various procurement approaches including tenders and quotations on different stages of procurement such as pre-procurement planning and sourcing best practices. • Drive procurement transformation initiatives, including the use of digital tools and undertaking of regular analysis of the Ministry’s procurement data to streamline purchases through demand aggregation. • Champion green procurement practices, including the incorporation of sustainability considerations into evaluation criteria of government procurement. • Lead procurement-related audits and oversee the procurement training roadmap to drive procurement capability building within the Ministry. • Support ministry family-level reviews and initiatives to strengthen overall governance, green procurement, and capability building.

What we are looking for

• A minimum of 5 years of relevant working experience in procurement • Experience in managing and supervising teams • Knowledge in Government Procurement Instructions Manual and GeBIZ system • Experience with development/construction, facilities management, and information technology procurement will be an advantage • Knowledge of procurement principles and public service procurement policies, processes and systems will be an advantage • Strong analytical, writing and communication skills with an aptitude for figures and ability to manage complex issues • Excellent interpersonal and people management skills to engage and manage stakeholders.
