What the role is

The Communications, Engagement and Partnerships Department (CEPD) under the Assurance, Care and Engagement (ACE) Group of the Ministry of Manpower is dedicated to working with NGOs, community partners, government agencies and other stakeholders to improve the well-being of the migrant workforce in Singapore. It is a purposeful endeavour that presents many exciting opportunities for the co-creation and co-delivery of solutions in caring for and uplifting our migrant workers (MWs) and migrant domestic workers (MDWs).

What you will be working on

As a member of the Engagement & Partnerships Strategy team, you are responsible for the development of strategies to engage and collaborate with NGOs, community partners and other stakeholders to support the MW and MDW community, as well as MOM and Singapore’s interests. This involves sense-making, assessing and planning for the needs of the migrant population, identifying new partners and developing an ecosystem to mobilise support through various stakeholders. Besides strategic planning work, you will work closely with MOM departments and external agencies to develop programmes and secure adequate resourcing. You will also monitor, evaluate and report on partnership initiatives and their impact on MW and MDW communities to inform programme design. You will have opportunities to see through proposals from conceptualisation to implementation, as well as to participate in cross-departmental/divisional projects.

What we are looking for

• At least 8 years' working experience in stakeholder management, planning and/or policymaking, of which there should be at least 2 years of supervisory experience. • Experience in grant design and administration will be an advantage. • Keen interest in uplifting the well-being of migrant workers and migrant domestic workers • Excellent communication, interpersonal and writing skills. Strong analytical and problem-solving skills are also required. • Comfortable with data analysis and meticulous with accounting and budgeting matters. Familiar with the use of MS Excel and pivot tables. • Able to work on some evenings and weekends for engagement sessions, with appropriate time-off provided.
