What the role is

ou will be part of a dynamic Programme Evaluation (PE) team that develops and implements programme evaluation efforts in the Ministry. PE is a unit under the Research & Strategy Management (RSM) Division. RSM performs a wide variety of cross-functional work for MND that spans research, corporate strategy, emergency preparedness and programme evaluation.

What you will be working on

1. Engage policy/programme owners in MNDHQ and our agencies to identify programmes for evaluation, and work with them to monitor and report performance of their programmes and evaluation findings. 2. Assist on capability building initiatives, including scanning evaluation norms and best practices to adopt; curating evaluation case studies, drafting guidebooks and FAQs; organising workshops and sharing sessions; and tracking training progress and competency development of officers as per training roadmap requirements. 3. Plan and implement the team’s communications strategy to promote and showcase PE efforts. 4. Improve process efficiency using tools and applications (e.g. further refine our existing chatbot). 5. Keep the PE microsite updated and well-maintained to ensure a seamless end-user experience.

What we are looking for

• Bachelor’s degree (preferred) or Diploma in any discipline. • Excellent critical thinking and analytical skills. • Effective verbal and written communication skills, and ability to work well and build consensus with multiple stakeholders. • Good team player who can also work independently. • Digitally savvy and keen to learn new tools, including tech and design software. • Strong interest in public policy and programme evaluation. • Prior experience in policy or project conceptualisation, project management and evaluation, will be advantageous.

Eligibility for GRIT@Gov traineeship

The GRaduate Industry Traineeship Programme within the Public Service (GRIT@Gov) aims to provide fresh graduates with opportunities to gain industry-relevant skills and experience that can strengthen their employability to take up full time roles in the sector.

All trainees must fulfil the following criteria:

  • Singapore Citizen or Permanent Resident; and
  • Graduated or graduating in 2024 or 2025 from Universities, Polytechnics, the Institute of Technical Education (ITE) and other Educational Institutions (e.g. private universities and overseas institutions); or
  • Graduated earlier from above institutions and completed National Service in 2024 or 2025.

Trainees who complete their studies from Universities, Polytechnics, the Institute of Technical Education (ITE) or other Educational Institutions within 2025 but who will only receive their qualification/certification award in 2026 are eligible for the programme as well.
