What the role is

The Senior / Deputy Director, Anti-Money Laundering/Countering the Financing of Terrorism Division (ACD) will be a core member of the division, assisting the Director of ACD in managing the division’s day-to-day operations. This includes manpower planning and restructuring ACD’s work scope to enhance efficiency and effectiveness. The role involves direct oversight of the Regulatory Policy & Industry Development, Regulatory Supervision & Compliance, Regulatory Enforcement & Operations and the Registration, Systems & Operational Support functions for the following sectors: • Precious stones and metals dealers, • Law practice entities, • Pawnbrokers, and • Moneylenders. The job holder will ensure a unified approach across policy, supervisory, enforcement, and registration functions, aligning AML/CFT/CPF standards and requirements for these sectors. Additionally, the Senior / Deputy Director will: • Plan, coordinate, track, and report on AML/CFT/CPF work with other divisions and external agencies on FATF Mutual Evaluation (ME) related matters. • Represent MinLaw at inter-agency and external meetings on AML/CFT/CPF matters related to the four sectors. • Spearhead ACD’s capabilities to become a highly effective and agile AML/CFT/CPF regulator through greater and more effective use of data analytics, supervisory technology and artificial intelligence.

What we are looking for

As a key leader in the division, the job holder must possess the following critical competencies: Key Competencies [Creating Responsive Governance] Ability to review enforcement implementation plans, including strategies, activities, and resources, to optimise outcomes while maintaining a citizen-centric perspective. Capable of closing feedback loops between enforcement and regulation to enhance compliance. [International Engagement] Ability to formulate and present the agency’s position on international platforms to advance Singapore’s interests. [Stakeholder Management] Ability to engage stakeholders at various levels to gather input and support interventions for organisational change. Other Requirements • Prior experience in AML/CFT policy, regulatory policy and operations, probity, and research functions. • Ability to assist the Director in developing divisional strategies and shaping team objectives to achieve desired outcomes. • Strong leadership and team development skills. • Sound policy judgment and the ability to guide officers in producing high-quality policy products. • Adaptability to work in a dynamic environment and acquire new skills as needed. • Strong motivation to engage and collaborate effectively with internal and external stakeholders. • Proven ability to drive team performance and deliver results within tight timelines. • Excellent communication skills. Note: The seniority of the appointment will correspond to the candidate’s years of experience. Successful candidate will be appointed on a 1-year contract in the first instance. #LI-SW1
