What the role is

The Service Planning Branch drives forward-looking, data-driven service planning for strategic, effective and sustainable Rehabilitative Service for youth offenders.

What you will be working on

You will be part of the Service Strategy Section, whose functions are as below: i. Develop and review service blueprint for youth rehabilitation services, • Identify emerging/unmet needs and opportunities/synergies landscape and outline priorities • Articulate research/ data needs for Rehabilitative Service Pillar to inform service planning • Organise pillar workplans, monitor overall implementation and review effectiveness in improving rehab and reintegration and reducing intergenerational offending ii. Develop partnership strategies for holistic support of youth offenders in the broader ecosystem to facilitate their rehabilitation and reintegration iii. Set and monitor service quality • Articulate data points needed to track service quality and performance • Identify areas requiring service improvements and work with Service Design and other relevant teams to address gaps iv. Provide service level considerations for planning at MSF and whole of government level • Provide input to policy and ops policy, e.g ground sensing of gaps and emerging trends, outline gaps requiring legislative/ policy solutions and support operationalisation • Coordinate pillar inputs on implications of broader directions and feasibility of implementation plans based on operations and systems

What we are looking for

Functional/Technical Competencies • Connect issues with larger system and identify inter-dependencies across issues/ domains/ agencies • Drive alignment on policy positions and approaches among key internal stakeholders • Develop and maintain service-related policies, plans, schemes and activities to achieve outcomes in line with the service vision • Distil critical issues and sense-make from a wide range of information, arriving at effective policy solutions • Crystalise core issues via clear and concise writing • Understand the importance of Programme Evaluation in policy workstreams, and how to effectively apply it to calibrate programmes and initiatives Required Skills: • Able to analyse trends, study foreseeable changes and demonstrate strategic thinking for forward planning • Able to plan and drive through implementation, balancing operational priorities with broader whole of government perspectives • Able to engage stakeholders to understand different views and influence outcomes towards a common goal • Data capabilities, prior experience in planning and/or in offender management and rehabilitation preferred • Strong team player • Possess good communication skills • Resilience and adaptability in a dynamic environment
