[HRD] Assistant Director / Senior Manager, Human Resource Department

What the role is

The HR Specialist plays a key role in Strategic Workforce Planning, HR Process Re-engineering and drive HR data model development. This position will also lead cross-functional teams to manage data analytics and insights for informed decision-making, and partners with business units to identify and manage the impact of workforce risks to their department/division and ACRA.

What you will be working on

• Manage a wide spectrum of HR functions, which may include HR business partnering, strategic manpower planning and recruitment, HR Process Re-engineering (includes recruitment and employee engagement processes), HR data analytics and insights, learning and development, employee engagement, talent management, performance management, compensation and benefits and exit management. • Develop and implement HR policies and frameworks to ensure that market competitiveness and alignment with ACRA’s corporate goals. • Work closely with all levels of stakeholders to co-develop solutions to provide seamless positive work experience, enhance staff morale and retention. • Lead/participate actively in projects or other initiatives as assigned.

Key Competencies • Strategic Workforce Planning - Ability to align HR strategies and policies by determining and developing the workforce capacity and capability, in order to achieve organisation goals, now and into the future. • Process Management: Ability to understand how different systems, processes and people interact and influence one another and analyse processes using tools and methodologies to enhance HR operations and transactions. • Analytics - Ability to use data and analytics across a range of HR functions to generate insights for business intelligence and foresights for planning purposes. • Tech & Digital Adopter - Ability to leverage technology and digital tools as core enablers to optimise and enhance HR functions, in order to create a high-performing organisation. • Communications & Relationship Management – Ability to foster strong relationships with stakeholders, communicate effectively, and build trust, so as to effectively influence, facilitate, negotiate and resolve conflict in order to develop and engage employees. Job Requirements • 6 years in HR experience preferably in Strategic Workforce Planning, HR business partnering and/or policy writing. • Able to work in a fast-paced environment and is versatile. • Positive attitude, good team player and has a strong sense of commitment to contribute to Public Service • Possess strong interpersonal, written and verbal communication skills
