What Partnership Lab Does The Partnership Lab serves as National Youth Council's strategic engine for relationship building and collaboration development with NYC's diverse stakeholder network. We don't just create partnerships - we architect meaningful collaborations that generate lasting impact for Singapore's youth community. Our mission extends beyond traditional partnership management. We curate diverse opportunities through strategic stakeholder engagement, utilising grants as key levers to create mutual value and drive shared outcomes. Through these carefully crafted partnerships, our goal is to develop future-ready youths who are deeply committed to Singapore. As a Manager (Partnership Lab) in the Youth Sector team, your work will directly shape how we collaborate with organisations to create meaningful opportunities for young people to thrive, lead, and contribute to our nation's future. Your role centres on three key areas: • Building and fostering relationships with diverse organisations and stakeholders who share our commitment to engaging, developing and empowering youths; • Collaborating with partners to drive national and NYC priorities by supporting youth needs and aspirations through strategic partnerships with youth sector organisations and government agencies; and • Administering relevant grants that provide essential support to youth sector organisations. If you are applying for the Senior Manager (Partnership Lab) position, you will be expected to demonstrate the above and the following: • Driving strategic business and partnership development for the Youth Sector team, including account management for key partners and projects; • Developing policies, systems and processes that ensure sustainable collaboration for impactful outcomes; • Maintaining sight of grant policies and administration for the Youth Sector team; and • Guiding junior officers’ professional development, in technical areas and personal growth (where relevant).

What you will be working on

We are looking for a collaborative team player (and leader for the Senior Manager role) who is passionate about youth sector partnerships and demonstrates strong capabilities across these essential areas: Stakeholder Management and Partnerships You will identify and engage partners who can deliver programmes that genuinely address youth needs across Singapore. This involves co-shaping programme proposals that create value for all parties, structuring grants and support mechanisms to achieve meaningful youth outcomes, and building lasting relationships with internal and external stakeholders. Your work will support organisations across the full spectrum of youth development and engagement, ensuring partnerships deliver real impact for young Singaporeans. Partnership Development Your role includes actively supporting partnership development through targeted research and planning. You will draft comprehensive partnership agreements that clearly outline deliverables and success indicators, ensuring all parties understand their commitments and expected outcomes. Additionally, you will contribute to developing partnership strategies that align with organisational goals and objectives, helping to create a cohesive approach to youth sector collaboration. Grant Administration and Management You will identify innovative approaches to strengthen partnerships with organisations that support NYC's strategic focus areas, using grants as powerful tools for achieving shared outcomes. Your responsibilities include planning, managing and administering key grant schemes including the National Youth Fund (NYF) and Singapore-ASEAN Youth Fund (SAYF). This work requires meticulous attention to governance standards and accounting procedures to ensure proper stewardship of public resources. For the Senior Manager role, you will also be involved in: Partnership Management and Development You will manage a portfolio of partnerships with youth sector organisations, education institutions, and corporate partners. Your work involves developing partnership agreements, coordinating programme delivery, and ensuring partners achieve their objectives whilst contributing to NYC's strategic priorities. Operational Excellence and Process Improvement You will lead operational improvements within Partnership Lab, implementing data management systems, developing reporting frameworks, and ensuring efficient business processes. This includes supporting evidence-based decision making through effective data analysis and contributing to automation initiatives that enhance operational efficiency. Team Coordination and Development You will coordinate project teams, mentor junior staff in technical areas, and contribute to Partnership Lab's collaborative culture. Your leadership focuses on ensuring excellent programme delivery whilst supporting team members' professional growth and development.

What we are looking for

For the Manager role, we are looking for: • Background working with youth, youth sector organisations, education institutions, or corporates preferred • Strong written and verbal communication skills with ability to build rapport and trust with young people and institutional stakeholders • Experience in grant administration and management preferred; candidates without experience must demonstrate keen interest and willingness to learn • Strong critical thinking and project management capabilities including planning, budgeting, evaluation, and confidence working with financial data • Experience in data management and automation preferred; openness to training and upskilling required for candidates without experience • Flexibility to adapt to evolving youth needs and dynamic environments; availability for weekday evenings and weekend work when required • Strong negotiation and influencing abilities to develop win-win partnerships and guide stakeholders towards collaborative solutions • Team player who can work independently with guidance; comfortable taking ownership whilst contributing to team objectives • Genuine passion for youth development and partnership building that advances opportunities for Singapore's youth For the Senior Manager role, we are looking for: • 5-7 years in partnership management, programme delivery, or youth sector roles with demonstrated operational success • Strong track record in managing complex programmes with multiple stakeholders and measurable outcomes • Substantial experience in grant management, financial administration, and compliance with governance requirements • Proven ability to build and maintain relationships with diverse organisational partners and community stakeholders • Experience with data analysis, process improvement, and implementing operational systems • Demonstrated ability to lead project teams and mentor junior staff in technical and professional development • Genuine commitment to youth development and understanding of Singapore's youth landscape • Flexibility to work evenings and weekends when required for youth engagement activities • Strong written and verbal communication skills appropriate for diverse stakeholder engagement • Deep understanding of and commitment to NYC's mission of empowering Singapore's youth
