What you will be working on
The People and Culture Group (PCG) provides strategic and operational shared HR services to agencies under its care. PCG brings best and progressive practices to support agencies in building and fostering a high performing and engaged workforce to deliver on their organisational mission and strategic goals.
We are looking for a Senior Manager (Business Partnership Teams), PCG.
As Senior Manager (Business Partnership Teams), you will serve as a trusted and strategic partner to agency's Senior Management Team by developing and delivering integrated HR Services. As a senior last-mile-delivery role, you are accountable for the eventual delivery of HR products and services to agencies (leaders and employees), ensuring tight-knitted collaboration with specialist centres and plugging the 'gaps' or contextualising where necessary. You will lead and provide guidance to a team of Business Partners and may mentor junior staff members. You may be forward deployed and stationed onsite at agencies with hybrid work arrangements.
The scope of your role includes the following:
• Lead the effective and efficient delivery of HR services (e.g. recruitment service, payroll, declarations) to agency clusters in order to meet business needs. This involves close partnerships with the agency clusters, HR specialist centres, as well as Whole-of-Government (WOG) partners such as Vital, HR Systems clusters and other public service agencies to share best practices and work on integration of HR tech and process redesign.
• Provide strategic HR consultation and advisory to agency leaders and clusters to assess workforce needs, address complex people issues and boost agencies' performance. Drive evidence-based decision making through data insights and workforce analytics.
• Co-design and implement HR strategies effectively, together with agencies and specialist centres, to better attract, retain, develop, engage and motivate employees. This includes operationalising WOG HR policies and initiatives effectively at the agency and cluster level, ensuring seamless integration with business objectives.
• Partner HR specialist centres to work on key planning initiatives (e.g. Strategic Workforce Planning), including providing insights on agencies' business and workforce needs, as well as executing change management at agency and cluster level.
• Handle complex HR matters that require senior-level intervention and strategic thinking, providing expert guidance to resolve challenging workforce issues.
• Provide guidance and mentorship to junior Business Partners as needed, sharing expertise and best practices to enhance overall team capability and service delivery standards.
What we are looking for

Demonstrate expertise in navigating complex HR regulatory requirements.
[HR Business Partnership]: Able to develop and align overall HR strategies and initiatives that cut across different HR domain functions, in support of business units' priorities. Strong capability in translating business strategy into people strategy.
[Recruitment & Employer Branding]: Able to analyse workforce trends to anticipate recruitment requirements and conduct proactive talent sourcing. Review recruitment processes to ensure alignment to organisation's strategy as well as a positive candidate experience.
[Thinking clearly and making sound judgement]: Strong analytical and critical thinking ability. Able to make sound and timely decisions in complex situations. Thinks ahead to anticipate issues, identify opportunities, and appreciate implications.
[Stakeholder management]: Able to work effectively with and mobilise relevant stakeholders at different levels of the system for relevant input toward a common purpose and deliver impactful outcomes. Create and promote opportunities for collaboration across boundaries.
[Improving and innovating continuously]: Strong innovative and conceptual thinking skills to conceptualise and suggest creative solutions and approaches to HR and business challenges. Drive continuous improvement initiatives.
