The Public Service Commission (PSC) was constituted in 1951 as an independent organ of state to appoint, promote, transfer, dismiss and exercise disciplinary control over public officers. The PSC Secretariat provides secretariat support to the PSC. This includes formulating conduct and discipline policies, to ensure that officers maintain the highest standards of personal conduct and integrity. One significant non-statutory role of the PSC is the award of PSC scholarships for undergraduate and postgraduate studies. The Secretariat assists in the formulation of scholarship policies, talent attraction and development of PSC scholarship holders as potential future leaders in the Public Service.

What you will be working on
[Specific Job Responsibilities]
You will support the administration and management of talent management systems for the Public Service Commission (PSC) Scholarships, PSC Secretariat’s administrative and operational matters, and other digitalisation projects.
Develop a new scholarship application and management system
• Support the project team in the development and implementation of an integrated IT system for public sector scholarships application, scholarship holder management and administration.
Manage existing IT systems
• Support the maintenance of existing IT systems, including tasks such as conducting user acceptance testing, assessing change requests from users, etc.
• Liaise with stakeholders such as internal business partners and IT system vendors to improve system processes.
Administrative support
1. Support the planning, execution, and logistics for PSC events, including award ceremonies, developmental programmes and outreach activities.
2. Provide general administrative and operational support.

• Experience in project management and/or IT services delivery.
• Knowledge and working experience with system management and IT governance.

You are able to guide members of the public and stakeholders on where to access relevant information, online and offline and can identify and highlight cases that require special consideration to your supervisors and propose solutions to meet citizens and stakeholders’ needs.
• Thinking Clearly and Making Sound Judgements] Able to develop solutions for problems encountered in the course of carrying out your work tasks, guided by background knowledge and past experiences. You are also able to examine complex problems using data and information to determine underlying issues, think on your feet and incorporate different opinions when developing an action plan.
