What you will be working on
The HR and Payroll System (HRPS) cluster works closely with the policy clusters and users of the system to translate HR policy requirements and processes into system requirements, to deliver HR services to employees effectively and efficiently.
You will be responsible for leading a team to plan, manage and drive the enhancement and maintenance of 2 Whole-Of-Government (WOG) HR systems, namely, the HR and Payroll System that runs on SAP HCM and another custom-built Pro-ration System.
You will work closely with policy teams, technology partners, and a wide spectrum of user agencies to translate HR policies into systems design that are simple, human-centered and imaginative.
This position reports to the Deputy Director.
[Specific Job Responsibilities]
Reporting to the Deputy Director, you will lead a team in the following areas:
• Lead a team to re-design HR system processes with fresh, out-of-the-box-thinking, going beyond system maintenance to reimagine how HR can be experienced.
• Translate HR policies into customer-centric digital solutions that solve real user pain points.
• Spot problems and opportunities proactively, challenging conventional approaches and proposing innovative alternatives.
• Work with stakeholders to drive system prototypes, pilots, and enhancements that improve usability, integration, and scalability.
• Build strong partnerships with stakeholders, working to align HR processes, IT solutions, and future-proof system architectures.
• Shape and tell the story of how the Civil Service can use technology to deliver smarter HR.
What we are looking for
We are looking for someone who is more than a systems manager, rather a builder and innovator. The ideal candidate thrives in ambiguity, takes ownership and is passionate about creating user-first, imaginative solutions that transform the way HR is experienced.
Key Competencies Required
• [Vision for Enterprise Systems] Experience leading full system implementation or re-design cycles (experiences with HR systems like SAP HCM is a plus, but not a must). More important is your ability to re-think, re-design, and re-shape.
• [HR Policies and Processes] Comprehensive understanding of HR policies and practices, with the ability to effectively translate these into system functionalities. Knowledge of Public Service HR policies and practices would be advantageous when implementing agency requirements. To have the ability to challenge outdated processes, and re-engineer them into fit-for-future digital solutions.
• [Working Effectively with Stakeholders] Ability to engage with stakeholders, gather feedback, and identify service gaps. Must possess strong written and verbal communication skills to effectively convey system solutions and build consensus towards shared objectives.
• [Thinking Clearly and Making Sound Judgements] Demonstrated capability to navigate ambiguous situations and analyse issues from a strategic viewpoint. Should be adept at identifying opportunities/gaps, evaluating options, and implementing user-centric solutions. Must be comfortable exploring innovative approaches to problem-solving.
• [Stewarding Systems for Today and Tomorrow]: Adept at leveraging new technologies and modern practices. Implement good knowledge management practices whilst ensuring data security and effective knowledge transfer within the team.
• [Project Leadership] Strong planning and execution skills to deliver major projects from idea to reality.
