What the role is

You will play a vital role in transforming lives by coordinating skills training in the community programmes that give ex-offenders the skills and opportunities they need for successful reintegration. Your work directly supports individuals seeking a second chance, helping break the cycle of reoffending through meaningful skills development and employment pathways. In this role, you will manage the complete training programme journey from registration to completion, working closely with the Singapore Prison Service, training providers, and community partners to ensure seamless delivery. Your coordination efforts and stakeholder management will be instrumental in creating opportunities for supervisees transitioning back into society. This position offers the opportunity to make a tangible difference in reducing recidivism and building safer communities. Every programme you coordinate represents hope and the potential for positive transformation, as you help individuals rebuild their lives and contribute meaningfully to society. Your work is essential to a system that believes in creating a society beyond second chances.

What you will be working on

• Training Administration: Process course registrations, coordinate with training providers on scheduling, and manage course placements for supervisees across multiple institutions. • Communications & Outreach: Design quarterly communication materials, conduct monthly briefings at prison institutions, and maintain training information across digital platforms. • Procurement & Vendor Management: Draft tender specifications, evaluate training service providers, process invoices, and manage various procurement contracts. • Data Management & Reporting: Maintain training databases, submit monthly KPIs to the Planning team, track training utilisation rates, and provide budget review support. • Process Improvement: Gather supervisee feedback during briefings, develop new process maps to streamline workflows, and implement efficiency improvements. • Stakeholder Coordination: Liaise with the Learning & Development team on new training opportunities, coordinate security clearances for vendor briefings, and manage relationships with internal and external partners.

What we are looking for

• Confident speaker who enjoys talking to people from all walks of life. • Detail-oriented and able to juggle multiple tasks simultaneously. • Creative and enjoys finding new ways to engage stakeholders. • Willing to learn and passionate about serving in the public service

About Yellow Ribbon Singapore

Yellow Ribbon Singapore Formerly known as Singapore Corporation of Rehabilitative Enterprises (SCORE), Yellow Ribbon Singapore (YRSG) is a statutory board under the Ministry of Home Affairs. Our purpose is to help inmates and ex-offenders rebuild their lives and lower the recidivism rate through skills and long term career development, with an effective Aftercare support network. As the lead agency championing Hope, Forgiveness, Acceptance and Second Chances for ex-offenders, we strive towards building a safer and more inclusive Singapore. Beyond Second Chances Without second chances, a released offender will leave the first physical prison and find himself entering into a second social prison. Therefore, it is not enough to give an offender a skill, we need to offer him a job that can lead to a long-term career. It is not enough to ask an offender to renounce his gang and past, his family needs to accept him back, and the community must be ready to reintegrate him. However, ex-offenders are not mere recipients of second chances. When successfully reintegrated, they can pay it forward and actively give back to the community too. As individuals, or collectively as a community. Individuals, organisations and employers do not just offer second chances when they can accept an ex-offender. In fact, their actions inspire others as well. Together, our collective effort can build a safer and more inclusive society. At Yellow Ribbon Singapore, we aim to build a community where ex-offenders are empowered to look beyond their past and towards the future. The journey is for them to make but we ensure that it would not be a lonely one. Join us, as we embark on this exciting journey of Beyond Second Chances. Be part of the YRSG family, together we can support the Yellow Ribbon cause and inspire collective action for a more inclusive and safer Singapore.
