RPG undertakes the statutory functions in the rehabilitation of adult and youth offenders, and the protection of children and families. Our mission is to empower individuals and families to break cycles of abuse, neglect and offending. Description of Division/Branch: As part of the RPG family, the Protective Service (PSV) is a statutory service and it leads in policies and processes to safeguard the safety and well-being of vulnerable persons in Singapore. The science and art of our work remain very much firmly rooted in keeping vulnerable persons safe from harm, working in partnership with families and stakeholders such as the schools, hospitals and other community partners. The Service Planning Branch will drive strategic planning and public communications for RPG’s Protective Service, strengthen operational systems and processes to enhance effective service delivery, and shape the ecosystem for protection of vulnerable persons.

What you will be working on

Brief description of Job Scope: Reporting to the Senior Deputy Director (Service Planning), the Senior Assistant Director will drive strategic planning and public communications for RPG’s Protective Service. Responsibilities: You will lead a team who will be involved in the following areas of work: • Developing strategic plans for PSV and collaborating with internal and external stakeholders on whole-of-government and ministry-level policy matters and reviews, including legislative amendments. • Driving manpower resourcing planning and strategies for PSV, which includes working on Reinvestment Fund/ Manpower Management Framework proposals. to ensure that PSV’s manpower resourcing needs are met. • Developing strategic communications plan and managing public communications relating to domestic violence. • Coordinating and providing support for inter-agency work areas relating to domestic violence.

What we are looking for

Requirement: Technical/ functional competencies: • Tertiary qualifications, preferably in social science disciplines. • Strong written and verbal communication skills. • Strong stakeholder engagement skills with the ability to articulate complex ideas clearly and concisely, as well as drive alignment on positions and approaches amongst key stakeholders. • Strong analytical skills and ability to synthesise complex data and information. • Strong in systems thinking and strategic planning. • Knowledge and experience in policy or systems work will be an advantage. Generic competencies: • Resilient and able to work effectively in a fast-paced environment. • Analytical and able to think strategically • Effective team player with good team and project management skills. • Strong sense of initiative and purpose. • Organised, meticulous and able to multi-task.
