What the role is

As Engineer / Senior Engineer (Research & Technology Management) of Technology & Engineering Department, you will coordinate and facilitate all R&D works in PUB, ensuring projects alignment with PUB’s Technology Roadmap objectives and targets, securing funding, and ensuring compliance with Government grant, procurement and financial manuals.

What you will be working on

Your main role and responsibilities include but are not limited to the following: • Plan, execute and manage entire pre-award process from proposal submission to evaluation process which includes internal evaluation, international peer review, PUB and PEP meeting, as well as the final project award process. • Manage administrative and logistic processes and provide comments/evaluation as the secretariat to the PEP to ensure the seamless transition from proposal submission to project award • Plan and execute Global Innovation Challenge / Grand challenge to crowd source innovations and solutions from the global community. • Build and maintain an idea bank to consolidate PUB’s needs and challenges. • Serve as a liaison between the organization and funding agencies, building and maintaining relationships with program officers and other relevant stakeholders • Manage R&D projects closely to ensure they are on schedule and well managed according to the guidelines with timely update to the management. • Conduct periodical review of R&D project guidelines & guidebook, ensuring alignment to Government IM and other relevant manuals and guidelines, and disseminate updates to principal investigators (PIs) and project managers (including specialists involved in R&D projects). • Support the operation, maintenance and enhancement work of PUB Grant Management System to ensure the platform is functional and comply with the relevant IT policies. • Conduct periodical review of Intellectual Property policy and framework for PUB to ensure effective management of IP to safeguard PUB’s interest. • Manage data collection and analysis to inform grant strategies and improve service delivery

What we are looking for

• Degree in Engineering/Science • Candidates with experience in grant management and/or procurement are preferred • Good writing and communication skills • Self-motivated and able to work independently • Strong analytical and systematic thinking • Works well independently and also a resourceful team player
