Asst Director (Procurement Systems & Digitalization), PCD

• Oversee system administration matters for procurement systems (e.g., ACE, GeBIZ, TES) and the implementation of enhanced features via Change Requests (CRs) to support PUB's operational needs. • Oversee the onboarding of the new procurement and contract management system from inception through to completion, working with external and internal stakeholders across finance, HR, IT, logistics, and users. • Manage a team of procurement officers and work with departmental users, consultants, and Information System officers to resolve Incident Requests (IRs) reported on the systems. • Manage a team of procurement officers to provide administrative support to departments (e.g., creation and update of contracts, vendors), offering advice to departments on procedures and guidelines for contract matters. • Lead the digital transformation of the procurement process by working with stakeholders and users to ensure successful implementation of new initiatives and projects. • Review PUB's procurement processes to align with changes in procurement policies in IM Procurement and PUB's Financial Manual and implement system changes to comply with the requirements. • Attend to audit queries and clarifications.

• Degree holder and preferably with experience in Government procurement. • Experience in procurement, contract management, and implementing organisational systems; familiarity with GeBIZ, SAP Purchasing, or other ERP software would be advantageous. • Demonstrated experience in leading and motivating teams in fast-paced environments. • Strong critical thinking, analytical, planning, organisational, and project management skills. • A self-motivated, resourceful, and committed individual capable of working independently and as part of a team. • Motivated, organised, meticulous, with strong interpersonal skills. • Ability to engage effectively with stakeholders at all levels. • Excellent written and presentation skills.
