What the role is

Join us as Deputy Director of Human Resources and shape the future of our organisation's most valuable asset – our people. Lead the Rewards and Performance team to review, formulate and implement compensation, benefits, performance management, learning and development, talent and succession planning strategies and policies, which will be linked to support HR’s mission to attract, select, develop, motivate and retain employees.

What you will be working on

Key Responsibilities include:


Compensation

  • Ensure HSA’s salary competitiveness by performing regular salary reviews, which involves review and refinement of HSA’s various schemes of services, the salary structures, bonus and merit increment frameworks and implementation of salary reviews where necessary.
  • Conduct regular market analysis and benchmarking studies to ensure market relevancy and competitiveness, as well as consistency in practice across groups within the Authority. Review and refine compensation related policies. Present and seek approval from senior management on the revised compensation proposals. Communicate revised policies to staff.
  • Review annual compensation and benefits budget.


Performance Management

  • Plan and execute in a smooth and timely manner the end-to-end process of the annual performance ranking and promotion exercise.
  • Ensure proper promotion recommendation process is in place.
  • Ensure accurate and timely payment of annual performance bonus and merit increment to staff.
  • Manage the performance management system and appraisal process in the Workday system.
  • Review and enhance the performance management and disciplinary framework.


Talent Management and Succession Planning

  • Architect comprehensive talent development programmes that build organisational capability and prepare future leaders through targeted learning initiatives, mentoring programmes, and stretch assignments.
  • Develop and maintain succession planning frameworks that identify high-potential employees, create development pathways for critical roles, and ensure business continuity through effective knowledge transfer and leadership pipeline management.
  • Plan and execute in a smooth and timely manner the end-to-end process of the annual high potential identification and succession planning exercise.
  • Review and refresh the high potential and succession planning lists with all the Professional Groups and seek approvals from senior management on the updated lists.


Benefits

  • Plan and execute in a smooth and timely manner the annual benefits-related exercises (Annual Health Screening, National Day Awards, Long Service Award & Core Values Awards).
  • Ensure the Collective Agreement with the Union is renewed in a timely manner and negotiations are conducted smoothly.
  • Review benefits related policies to ensure market relevancy and competitiveness, as well as consistency in practice across groups within the Authority. Perform cost simulation to ascertain the financial impact on the organisation. Present and seek approval from senior management on the revised benefits proposals. Communicate revised policies to staff.
  • Oversee benefits and leave administration.


Learning & Development

  • Drive, co-develop and implement functional competency frameworks, L&D strategies, training solutions and initiatives to address capability gaps
  • Oversee and manage L&D operations including course registration, maintenance of training records, budget, invoices, training reports, and ensuring overall operational effectiveness
  • Manage overseas travel policy, guidelines and administration
  • Oversee scholarship framework and administration
  • Stay abreast of progressive L&D practices and key learning trends in the market, and share relevant practices to facilitate continuous learning and improvement

What we are looking for

  • Keen interest in HR practices, labour regulations and industrial relations legislation. Training in compensation and benefits preferred
  • Experience in HR and particularly in C&B roles within the public sector
  • High level of personal and professional integrity
  • Meticulous with an eye for detail
  • Strong people management skills, with experience in managing senior stakeholders
  • Good written and presentation skills
  • Proactive self-starter and a team player
  • Ability to manage ambiguity and change
