What the role is

The Home Team Science and Technology Agency (HTX) is a statutory board of the Ministry of Home Affairs (MHA), and also the Singapore public sector’s first Science and Technology agency that works at the forefront of science and technology to amplify, augment and accelerate the Home Team’s advantage and secure Singapore’s frontline of security. HTX integrates a diverse range of scientific and engineering capabilities to innovate and deliver transformative and operationally ready solutions for homeland security. The successful job holder will work with the Deputy Director of the Central Procurement Officer (CPO), HTX to formulate and implement procurement policies, capability frameworks and governance structures that support effective, compliant and future-ready procurement in HTX and MHA.

What you will be working on

(A) Policy Development and Governance • Develop, review and operationalise procurement policies and Standard Operating Procedures (SOPs). • Promote agile, risk-informed governance practices. • Guide policy interpretation and implementation for procurement teams and end-users. • Explore digital tools to enhance procurement practices e.g. chatbots, AI agents. • Continuous engagement with WOG procurement policy owners e.g. MOF, on procurement matters including recommendations that will impact or benefit WOG. (B) Audit and Procurement Risk Management • Oversee end-to-end management of audits. • Support senior management in audit forums and follow-up actions. • Identify systemic root causes for non-compliance and propose appropriate mitigating measures. • Oversee the Procurement Risk Register under the HTX Enterprise Risk Management framework. • Leverage data analytics to monitor compliance of procurement procedures, identify high risk areas and detect anomalies. (C) Procurement Capability Development and Training Delivery • Align procurement competency development with MOF frameworks. • Identify skills gaps and design targeted interventions for procurement officers. • Work closely with HTX and MHA stakeholders to identify procurement training needs for end-users and propose corresponding training programmes. • Curate case studies and learning bites to support procurement upskilling. • Explore technology with gamification to digitalise training content. (D) Leadership and Team Management • Lead and develop direct reports. • Provide coaching, guidance and performance feedback.

What we are looking for

• Possess a degree preferably in engineering, supply chain or business. • Min 8 to 10 years of working experience in procurement and preferably have hands-on experience in formulating policies, processes and procurement training programs. • Strong knowledge of Government Instruction Manual on Procurement and contract law. • Strong problem solving, analytical and communication skills. • Must be able to work well in a team. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
