Procurement Officer (Contract) - SPF/ CAD

As a Procurement Officer under the Management Executive Scheme, you will be part of a team supporting the Commercial Affairs Department’s (CAD) operations, which is essential in helping CAD achieve its mission of preventing, deterring, and detecting financial crime. The Procurement Officer reports to Head, Corporate Support Division (CSD) and is expected to provide timely, efficient and effective procurement support and contract management to achieve CAD’s crime-fighting mission. This requires someone who has a good understanding of procurement policies and practices. Through such knowledge and experience, the officer will be better placed to advise users on the procurement approach and support them in the entire procurement journey. You will be placed under the Management Executive Scheme.

You will be responsible for end-to-end procurement and contract management, including: • Ensuring that procurement processes/practices are in line with prevailing policies and guidelines; • Providing procurement advisory to users, which include CAD senior management members; • Acting as a key interface between CAD and the various internal and external procurement staff authorities; • Sourcing and conducting price assessment for goods/services to achieve value-for-money procurement; • Putting in place strategies and structures for better monitoring of vendor performance and contract management; and • Streamlining procurement processes for greater efficiency in meeting operational needs.

Requirements • Field of studies in business studies, finance or other related discipline; • 2-3 years of relevant experience in procurement or contract management; • Proficiency in MS Office applications; • Able to work independently with minimum supervision; • Able to work under pressure with tight deadlines; • Have a good grasp of English Language and possess good communication and writing skills.
