What the role is
What you will be working on
Support the team in the following:
Collaborate with Divisions to implement data governance policies that balance operational needs with compliance while adapting whole-of-government standards.
Design and review data governance frameworks across the data life cycle, including data access and distribution SOPs, data retention policies, and procedural standards that enable Divisions to effectively use data within appropriate governance boundaries.
Manage NCSS Data Management Site and bot to ensure officers can easily access governance resources through intuitive design and organisation.
Build organisational data capabilities and support structures that cultivate a data-driven culture and strengthen data management capabilities across NCSS teams.
Participate in cross-functional projects to understand business operations and how data strategically connects with the social service sector.
What we are looking for
Functional / Technical Competencies Required
Data Management: Ability to establish and operationalise data management and governance frameworks that ensures data quality and security across the data lifecycle from creation to usage.
Change Management: Ability to understand and assess readiness for change from an organisational perspective, including identifying potential areas of resistance, barriers to successful change, generating and implementing effective and sustainable change initiatives.
Strategic Planning: Ability to take a systems-view and understand how business operations, governance needs, and long-term strategic goals are interrelated
Technical Proficiency: Proficient in Microsoft Excel and familiarity with data management and governance practices.
General Competencies
Good verbal and written communication skills, and ability to present information clearly.
Interest in exploring new ways to improve user experience in navigating policies and processes.
Meticulous and organised, ability to work independently under time pressure.
Good systems thinking and problem-solving skills to critically evaluate root causes, identify interdependencies, and develop holistic solutions.

Eligibility for GRIT@Gov traineeship
The GRaduate Industry Traineeship Programme within the Public Service (GRIT@Gov) aims to provide fresh graduates with opportunities to gain industry-relevant skills and experience that can strengthen their employability to take up full time roles in the sector.
All trainees must fulfil the following criteria:
- Singapore Citizen or Permanent Resident; and
- Graduated or graduating in 2024 or 2025 from Universities, Polytechnics, the Institute of Technical Education (ITE) and other Educational Institutions (e.g. private universities and overseas institutions); or
- Graduated earlier from above institutions and completed National Service in 2024 or 2025.
Trainees who complete their studies from Universities, Polytechnics, the Institute of Technical Education (ITE) or other Educational Institutions within 2025 but who will only receive their qualification/certification award in 2026 are eligible for the programme as well.
