Senior Executive (Pre-Hospital)

What the role is

We are seeking a Senior Executive (Pre-Hospital) to join the Ministry of Health's Current Operations Division. You will assist in the coordination of emergency medical responses, managing multi-agency operations during crises, and ensuring Singapore's healthcare system remains prepared for communicable disease outbreaks, disasters, civil emergencies, and major events requiring medical support. You will be working in a fast-paced and highly volatile environment that would require the ability to manage multiple priorities and stakeholders at the same time.

What you will be working on

You will operate from the Operations Centre, coordinating the National CARE Management System (NCMS) to provide psychological first aid responses during emergencies. Your responsibilities include managing the Disaster Support Medical Centre (DSMC) operations, coordinating with multiple public agencies. You will also be involved in planning and executing medical support for major events and VVIP coverage, participating in emergency preparedness exercises, developing and updating standard operating procedures, and managing emergency response budgets. Additionally, you'll coordinate overseas disaster relief operations and ensure hospitals and healthcare facilities maintain operational readiness through regular drills and training exercises.

What we are looking for

Requirements: • Preferably 3-5 years of working experience, particularly in operational or contingency planning roles. • Possess strong leadership qualities, analytical thinking, and command and control abilities • Good writing and effective communication skills • Ability to work effectively in dynamic environments, and experience in interacting diplomatically with staff at all levels and building networks across multiple agencies. • Ability to well work independently and in a team • Dedicated and has a strong desire to learn and excel Key Competencies Required: • Thinking Clearly & Making Sound Judgements – Strong analytical and critical thinking abilities to support the crafting of sound policy recommendations; ability to grasp timelines, operating context and ground realities. • Learning & Putting Skills into Action - Possesses the drive and curiosity to learn and apply new skills, knowledge and new ways of working. • Improving & Innovating – Ability to seek continual improvements, and to innovate and experiment while managing the risks involved. • Working Effectively with Stakeholders – Ability to mobilise and rally partners and stakeholders towards a collective purpose. As part of the shortlisting process for this role, candidates may be required to complete a medical declaration and/or undergo further assessment.
