The Ministry of Social and Family Development (MSF)’s Enabling Division (EN) is the policy directorate responsible for policy matters concerning persons with disabilities (PwDs) and their caregivers and coordinates these issues across the whole of Government. Our work is guided by the Enabling Masterplan 2030 (EMP2030) and MSF’s commitment to build a more caring, inclusive, and fair society in Singapore, to empower and enable them to achieve their potential. We partner SG Enable to develop and review relevant policies and programmes, and collaborate with stakeholders across the public, people and private sectors to better support PwDs and their caregivers.
EN’s Employment, Community and Residential Care Services Branch oversees the policy formulation, service planning and programme/policy evaluation for:
i) Employment and supported employment for persons with disabilities.
ii) Community-based care for persons with disabilities, including centre-based and homebased options, and community living support/services to enable persons with disabilities to live independently.
iii) Social residential services to enhance support for persons with disabilities in a continuum of residential options.

What you will be working on
As a Manager/Senior Manager, you will work closely with a range of partners, including other government agencies, SG Enable and social service agencies to develop medium- to long-term plans and solutions to enhance support for persons with disabilities in either of the Branch’s priorities:
Employment & Lifelong Learning
• Enable PwDs to work through supply and demand measures.
• Equip PwDs with higher support needs with independent living skills, or provide care
Community & Home-Based Services
• Enable PwDs to live and participate in the community through home-based services, case management, and inclusive community activities
Residential Services
• Enable PwDs who require institutional care to access timely support and quality standards of care.
Responsibilities:
You will develop, review and assess the impact of policies, identify emerging gaps to address, and propose refinement or development of new services or programmes for persons with disabilities and their caregivers. You will engage in national-level policymaking and shape the development of the service landscape for persons with disabilities, engage social service agencies to understand the gaps and propose feasible solutions, and work with SG Enable to translate policy changes into implementation.
Your work will require you to:
o Review the needs, challenges and aspirations of PwDs who require care/support, and ensure our programmes provide them with the necessary support within the overall landscape of post-18 services.
o Evaluate our programme funding models to ensure they remain affordable for families of PwDs and financially sustainable for service providers.
o Plan and secure resources to ensure our programmes are accessible and have sufficient capacity to meet future demand.
o Assess the adequacy and effectiveness of existing policies and initiatives to address the needs, challenges, and aspirations of caregivers of PwDs.
o Coordinate and strengthen efforts across the whole of Government to provide integrated, family-centric support to meet the evolving needs of caregivers and their care recipients across different life stages.
• You may also support the Branch in other projects and tasks that are important to EN, such as engaging key stakeholders in the disability sector and communicating to them key policy shifts that promote the stability, self-reliance and social inclusion of PwDs and their families.

• Experience in public policy and/or project management would be an advantage.
• Strong analytical and problem-solving skills, comfortable with looking at issues through both strategic and operational lenses.
• Proactive, resourceful and practical in solutioning.
• Strong interpersonal skills and ability to network and build consensus with internal and external stakeholders.
• Excellent written and verbal communication skills.
• Ability to manage tight timelines, exercise initiative and deliver outcomes in a fast-paced working environment.
