What the role is

HPB is working towards achieving “health promotion for all” through seamless and personalized citizen experiences, driven by innovation and an empowered digital workforce. With this aim in mind, the Chief Data Officer's Office (CDOO), which consists of Planning and Integration (P&I), Data Governance & Compliance (DGC), Data Engineering & Architecture (DEA), and Data Science and Analytics (DSA), has been set up to be at the forefront to help HPB make data-driven decisions. CDOO oversees the development and implementation of HPB's data strategy, ensuring alignment with organizational goals and maximizing impact of data on business decision making.

Planning and Integration Department:
The Planning and Integration (P&I) Department sits within the CDOO and is tasked to take a broader view across HPB's data functions to systemically identify needs and facilitate greater integration of data workstreams. The P&I team will be responsible for working across data functions and business teams to enable better alignment of data initiatives with broader organizational strategies; drive strategic data partnerships with external collaborators; and implement organisational change management initiatives to drive board-wide adoption of data-driven practices, embedding data use into daily work.
We are looking for a dynamic and forward-thinking individual with strong communication, analytical and stakeholder engagement skills to join our team! In this role, you will play a crucial part in shaping and driving the data transformation of the organisation and act as the link between business and data, ensuring that our data strategy and processes align with strategic goals and contribute to the overall success of the organization.

What you will be working on

  • Strategic Planning and Implementation:
    • Work with the team to formulate, plan and translate the key pillars of the data and analytics strategy into actionable initiatives, and refine the implementation roadmap in line with shifts in organizational & business priorities.
    • Assist in the operationalisation of HPB's digitalisation strategy by facilitating convergence between digital and business objectives and contributing to the development of strategic initiatives for digital transformation.
  • Business Integration and Stakeholder Management:
    • Collaborate closely with diverse stakeholders to drive cross-functional projects both within CDOO and across HPB; acting as the bridge to bring together data functions and business teams across HPB to enable better alignment of objectives and effective translation of requirements.
    • Assist in managing strategic partnerships and develop compelling data-driven narratives for impactful storytelling to both internal and external stakeholders.
  • Organisational Transformation and Capability Building:
    • Support initiatives to build data, digital, and AI capabilities across HPB, working alongside HR and domain leads to contribute to comprehensive upskilling approaches.
    • Assist in driving data culture initiatives and change management efforts to help accelerate organisation-wide adoption of data-driven practices.
  • Performance Monitoring and Support Innovation:
    • Work with the team to develop systematic approaches for measuring progress towards data-driven decision making, support landscape scans to identify emerging trends, and contribute to piloting innovative solutions that advance HPB's data and digital vision.
    • Assist in the preparation of strategic updates for senior management and external stakeholders.

What we are looking for

  • Relevant qualifications in Business Analytics, Business Management, Public Health, Social Sciences or related discipline
  • Preferably at least 5 years of working experience in data governance, strategy, analytics, change management or related field; with experience in aligning data strategies with business objectives. Basic proficiency in technical data skillsets including data analytics, data modelling and adeptness with data and AI tools such as PowerBI, Power Automate/Pivot, Transcribe, etc.
  • Strong understanding of the importance of data in driving organizational success; detail-oriented with a strategic mindset, capable of identifying opportunities for process improvement and connecting the dots between data and business applications.
  • Ability to work in a fast-paced matrix environment, comfortable navigating ambiguities and overseeing multiple projects concurrently and managing conflicting priorities within an agile environment.
  • Possess strong planning and organisational abilities, with capabilities to synthesise and assimilate information across different sources into a coherent narrative.
  • Strong interpersonal and excellent communication skills (both written and oral) with the ability to convey technical concepts and complex ideas simply and effectively to engage and influence business stakeholders.
  • Strong EQ, problem resolution and negotiation skills to manage and deliver complex projects involving diverse internal and external stakeholders.
  • Takes an interest in health promotion, digital health, and healthcare; with prior working experience in the public health/ clinical domain being a plus.
