What the role is

At MSE and our family of agencies – PUB, NEA, and SFA – we drive sustainability and resilience initiatives that improve the everyday lives of Singaporeans. The Research, Futures & Planning Division (RFPD) functions as a sense-maker across MSE and our 3 statutory boards. We ensure that the MSE family: 1. Plans effectively for the future, through identifying driving forces, challenges and opportunities that impact or will impact our work; 2. Develops and implements policies and decisions better, through a combination of analytics, decision science and behavioural insights; 3. Continually enhances the way our officers work, through adopting an innovation mindset, employment best practices and leveraging technology; 4. Allocates resources efficiently and effectively, through a framework for prioritizing and evaluating our programmes; and 5. Is connected at relevant inter-agency platforms and for Whole of Government issues. Within RFPD, the Strategic Planning (SP) team oversees: 1. Strategic planning – this includes the annual work plan cycle, management of annual Budget/COS and Strategic Budget Review Meeting, and Senior Management Advance; 2. Corporate planning – this includes the annual Enterprise Risk Management review, strategic KPIs, management of parliamentary matters, and driving corporate sustainability initiatives; 3. Connecting & coordinating – we represent MSE at inter-agency platforms, and coordinate coherent Ministry family positions for whole-of-government issues; and 4. Foresight and research – from time to time, we undertake foresight and research initiatives such as a review of MSE’s long-term outcomes and strategies.

What you will be working on

As a member of the team, you will be involved in managing a mix of both strategic and corporate planning projects, including involvement in some research and programming. You will also work closely with MSE, NEA, PUB, and SFA colleagues on MSE family initiatives and other government agencies on WOG related workstreams.

What we are looking for

To succeed in this role, you should have: 1. Analytical skills, instincts & acumen – ability to analyse and grasp the crux of new problem statements or issues, break down into component pieces, and structure a solution; 2. Resourcefulness – ability to figure out where to get facts and who to collaborate with; and having a self-starter mindset, taking the initiative to find information and propose solutions; 3. Writing ability – strong language skills and writing ability to put across ideas clearly and effectively. Requirements - Keen ability to grasp issues and acquire knowledge in new domains, and to analyse multiple sources of information and data. - Strong analytical, strategic, and conceptual thinking skills; able to connect the dots or draw implications from facts and findings to derive insights for strategy formulation. - Comfortable working in a dynamic and fast paced environment. - Resourceful and strong problem-solving skills. - Strong communication and interpersonal skills. - Highly motivated, takes the initiative and able to learn and work independently and multi-task in a dynamic environment.

Eligibility for GRIT@Gov traineeship

The GRaduate Industry Traineeship Programme within the Public Service (GRIT@Gov) aims to provide fresh graduates with opportunities to gain industry-relevant skills and experience that can strengthen their employability to take up full time roles in the sector.

All trainees must fulfil the following criteria:

  • Singapore Citizen or Permanent Resident; and
  • Graduated or graduating in 2024 or 2025 from Universities, Polytechnics, the Institute of Technical Education (ITE) and other Educational Institutions (e.g. private universities and overseas institutions); or
  • Graduated earlier from above institutions and completed National Service in 2024 or 2025.

Trainees who complete their studies from Universities, Polytechnics, the Institute of Technical Education (ITE) or other Educational Institutions within 2025 but who will only receive their qualification/certification award in 2026 are eligible for the programme as well.
