What the role is
You will play a pivotal role in shaping CAAS’s data strategy, establishing strong governance frameworks, and enabling secure and value-driven data sharing across ecosystem partners, in alignment with Whole-of-Government (WOG) standards and international best practices.
What you will be working on
Key responsibilities include the following:
Data Strategy & Alignment
- Develop, implement, and maintain CAAS’s data strategy to align internal priorities with broader ecosystem needs and aviation growth objectives.
- Define key data outcomes and establish KPIs / metrics to measure the impact of data initiatives.
- Support data architecture and transformation programmes through strategic alignment of data policies, standards, and use cases.
Governance & Compliance
- Establish and enforce data governance policies, stewardship roles, and operating models across CAAS and with ecosystem stakeholders.
- Define and maintain standards for data classification, metadata management, data quality, and lifecycle governance.
- Ensure compliance with regulatory frameworks (e.g., IM8, PDPA) and aviation-sector-specific requirements.
- Monitor and report governance effectiveness, highlighting areas for improvement to senior management and governance committees.
- Develop and operationalize frameworks for secure, ethical, and value-driven data sharing across the aviation ecosystem.
- Champion the adoption of interoperable standards to enhance data accessibility and re-use while safeguarding confidentiality and security.
- Foster a culture of data stewardship and ethical data use across CAAS and ecosystem partners.
What we are looking for
Requirements
- Trained in Data Management, Computer Science, Information Systems, or related discipline.
- 5–8 years of relevant experience in data governance, data management, or data strategy, preferably in the public sector, aviation, or regulated industries.
- Strong understanding of data governance frameworks, policies, and tools.
- Familiar with Whole-of-Government directives (e.g., IM8), data protection regulations (e.g., PDPA), and international best practices for data governance.
- Hands-on experience with data quality management, metadata design, and lifecycle governance.
- Knowledge of cloud computing, data warehouses, and data pipelines would be advantageous.
- Strong stakeholder management, facilitation, and communication skills, with ability to work across organisational boundaries and communicate technical concepts to non-technical stakeholders.
- Collaborative, analytical, and solution-oriented mindset with an eye for detail and continuous improvement.
Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
