What the role is

The Data Strategy section is part of CAAS’ Data and Performance Division, which is responsible for driving organisation and sector level sharing and usage of aviation data for the purpose of policymaking, planning, operations control, and research and development. The section develops data acquisition strategies, streamlines data governance processes, establishes data architecture and fosters data culture to promote best practices across data-related initiatives in support of long-term business objectives.

You will design and maintain the data architecture that forms the digital backbone for CAAS and the wider aviation ecosystem, enabling seamless data access, integration, and sharing. You will build and operate end-to-end data pipelines, applying robust engineering practices to ensure that data is ingested, transformed, validated, and delivered in a secure, scalable, and interoperable manner.

What you will be working on

Key responsibilities include the following:

Data Architecture

  • Design, develop, and manage data platforms that support CAAS and ecosystem-wide needs.
  • Establish scalable, secure, and interoperable architectures in alignment with Whole-of-Government (WOG) standards and aviation sector requirements.
  • Map and maintain data flows across CAAS and partners, ensuring consistency, lineage, and accessibility.
  • Develop reusable data models and services to support analytics, AI / ML, and reporting use cases.
  • Document architectures, maintain catalogues / metadata, and contribute to governance and compliance requirements.

Data Engineering

  • Build and maintain end-to-end data pipelines covering ingestion, transformation, validation, orchestration, and delivery.
  • Implement monitoring, automation, and quality assurance to ensure timely and trusted data operations.
  • Enable seamless data integration and secure sharing across CAAS, government agencies, and ecosystem partners.
  • Adopt and apply industry-standard data engineering practices to enhance scalability and trust.
  • Explore emerging technologies to enhance scalability and resilience.

What we are looking for

·       Trained in Computer Science, Engineering, Information Systems, or a related discipline.

·       5–8 years of experience in data engineering, data architecture, or platform development, preferably in regulated or public-sector contexts.

·       Proven hands-on expertise in building ETL pipelines and managing large-scale datasets.

·       Strong knowledge of cloud platforms and distributed data technologies.

·       Familiarity with data governance, metadata management, and security/privacy requirements (IM8, PDPA).

·       Strong problem-solving, analytical, and documentation skills, with ability to bridge technical and business perspectives.

·       Collaborative mindset with strong stakeholder management and communication skills.

Note: Your appointment designation will commensurate with your relevant work experience. Successful candidates will be offered a 3-year contract in the first instance and may be considered for placement on a permanent tenure or subsequent contract renewal.
