What the role is

This traineeship with the Enforcement Planning & Policy (EPP) Departmant of the Foreign Manpower Management Division (FMMD). FMMD raises workplace standards for foreign workers and enforces foreign workforce policies. The EPP department develops and reviews operational policies and enforcement frameworks related to foreign workforce policies. We also analyse data, develop enforcement plans and public communication messages. You will play a key role in shaping operational policies and strategies to ensure high compliance with the Ministry's work pass framework while safeguarding the well-being of migrant workers. You will also review regulations pertaining to migrant worker dormitories and employment agencies.

What you will be working on

You will develop and implement enforcement strategies to uphold foreign manpower policies and regulations. You are required to review and enhance existing enforcement frameworks to improve operational effectiveness and support the Ministry's key enforcement priorities. You are also required to assess potential implications to existing enforcement approaches due to changing ground situations or new policies that are implemented by MOM and/ or other government agencies. You will drive cross-functional initiatives and projects, collaborating with internal and external stakeholders, including other government agencies. You will be required to present proposals and insights at various platforms to influence decision-making and policy enhancements.

What we are looking for

• Strong analytical skills and keen interest in formulating sound enforcement frameworks and policies that can be implemented with ease. • Good with details, and adept at working with complex data for informed decision-making. • Excellent communication, presentation, and writing skills to engage stakeholders effectively and communicate proposals with clarity and confidence. • Able to take initiative and work independently in understanding and resolving issues.

Eligibility for GRIT@Gov traineeship

The GRaduate Industry Traineeship Programme within the Public Service (GRIT@Gov) aims to provide fresh graduates with opportunities to gain industry-relevant skills and experience that can strengthen their employability to take up full time roles in the sector.

All trainees must fulfil the following criteria:

  • Singapore Citizen or Permanent Resident; and
  • Graduated or graduating in 2024 or 2025 from Universities, Polytechnics, the Institute of Technical Education (ITE) and other Educational Institutions (e.g. private universities and overseas institutions); or
  • Graduated earlier from above institutions and completed National Service in 2024 or 2025.

Trainees who complete their studies from Universities, Polytechnics, the Institute of Technical Education (ITE) or other Educational Institutions within 2025 but who will only receive their qualification/certification award in 2026 are eligible for the programme as well.
