The Deputy Director (Data Science & Analytics) reports to the Director of Data Division and is responsible for developing and implementing solutions for data analytics projects. He/she will also develop Customs’ data management, data security strategy, governance structures and procedures in line with the Government data policies, guidelines and standards. He/she will lead a team of data analysts and data to develop innovative data solutions to improve policy outcomes, service delivery and operational efficiency by harnessing data science, Machine Learning (ML) and Artificial Intelligence (AI) algorithms/techniques. He/she will be supported by a team of data policy officers and data strategists to create governance structures and procedures and harmonise the Customs data schema/metadata catalogue.

What the role is
What you will be working on
• Identify use cases with business users to exploit data to achieve Customs’ outcomes, and identify existing/new data sources needed to implement these use cases
• Establish processes to prioritise and implement use cases with business units to enable data-driven decision-making and transform business processes
• Guide the data analysts and data scientists to develop scripts to collect, clean, validate and integrate data from one or more data sources and manage data delivery through high-performing dashboards, visualisations, and reports
• Partner the relevant stakeholders to develop and implement the Unified Data Platform (UDP) and select and trial different cloud native and third party data analytics tools and software for deployment in the UDP
• Drive the use of UDP by empowering more users to conduct their own analyses
• Collaborate with relevant stakeholders and work with the team to solve complex predictive and prescriptive analytics problems using a wide range of ML and AI algorithms/techniques
• Use data insights to drive change in Customs’ work to be more data driven
• Keep updated on latest developments via network of Data Science and AI practitioners e.g. Data Science Connect Drive the success of Customs’ data masterplan to facilitate seamless, secure sharing and exploitation of data and develop mechanisms to monitor progress and track key performance indicators
• Clearly articulate and implement Customs’ data management and data governance processes in line with the Government policies, standards and guidelines to ensure proper governance, security and management of data and set policies to acquire, maintain and safeguard good quality data, including championing the use of common data standards and formats e.g. Singapore Government – Data Reference Model (SG-DRM)
• Collaborate with business and IT stakeholders to identify critical data elements and define data ownership, stewardship, and accountability.
• Handle external data requests, data acquisition and ingestion needs
What we are looking for
• Minimum 7 years of experience in data science and related domains, including at least 3 years in a supervisory position.
• Experience in implementing enterprise-wide data analytics projects, and managing various integrations and resources
• Experience managing teams of data analysts and data scientists and guiding them through project planning, design, development, quality control, and deployment
• Knowledge of the relevant government policies, standards and guidelines on data management with a deep understanding of data governance principles and best practices, policies and procedures, as well as experience implementing them

• Advanced proficiency in data analysis techniques and experience with data visualisation tools
• Strong knowledge of data analytics platforms, tools and technologies on cloud. Experience in implementing data analytics projects on GCC (Government on Commercial Cloud) will be an advantage.
• Good analytical, interpersonal and communications skills.
• Competent, self-motivated, pro-active, dedicated and responsible self-starter with strong team management skills
