What the role is

The Home Team Science and Technology Agency (HTX) is a statutory board of the Ministry of Home Affairs (MHA), and also the Singapore public sector’s first Science and Technology agency that works at the forefront of science and technology to amplify, augment and accelerate the Home Team’s advantage and secure Singapore’s frontline of security. HTX integrates a diverse range of scientific and engineering capabilities to innovate and deliver transformative and operationally ready solutions for homeland security. As a Procurement Specialist / Senior Procurement Specialist (Digital Innovation), you will work closely with the Head of the Central Procurement Office (CPO) to drive digital transformation in procurement. You will play a key role in implementing system enhancements, automation initiatives, and data analytics projects, fostering a more data-driven and efficient procurement ecosystem.

What you will be working on

(A) Procurement System Enhancement • Gather and analyse user feedback and procurement system pain points. • Draft enhancement requirements and liaise with ICT teams or vendors for development. • Coordinate user acceptance testing (UAT), review test scripts and track issues. • Support rollout, user communications and post-implementation reviews. (B) Digital Tools and Automation Implementation • Identify repetitive procurement processes suitable for automation and digitalisation. • Develop automation and digitalisation prototypes using low/no-code tools e.g. Power Apps, Power Automate, UIPath, Gen AI tools. • Support digitation adoption campaigns and conduct user training. • Develop user guides and playbook. • Monitor automation and digital tool performance and propose improvements as needed. (C) Data and Analytics Enablement • Extract, clean and maintain procurement data from system sources. • Develop procurement dashboards and visualisations (e.g. Tableau) to monitor procurement performance and support data-driven decision-making. • Work with stakeholders to ensure accurate data definitions. • Troubleshoot dashboard or data integrity issues.

What we are looking for

• Possess a degree from a recognised university. • Experience in applying AI, digital, and low-code technologies to enhance procurement processes, including the development of procurement dashboards using data visualization tools. • Familiarity with government procurement processes. • Strong problem solving, analytical and communication skills. • Demonstrated ability to manage multiple priorities in a dynamic, fast-paced environment. • Experience in stakeholder engagement and/or change management is an added advantage. • Ability to work collaboratively in a team setting. • No experience but has a passion for digital innovation are welcome to apply. All new hires are appointed on a two-year contract in the first instance and will be assessed and considered for permanent tenure over time, based on performance.
