What you will be working on
Responsibilities
The Challenge
In the next bound of public sector transformation, driving innovation will be a pressing priority in the face of multiple major disruptions including geopolitical shifts, economic changes, technological advances (especially AI), and manpower constraints due to an aging population. The Public Service needs to overcome inherent risk aversion and build capabilities to translate innovative ideas into scalable implementations across agencies.

B. Digital-Native Solution Design & Evidence-Based Strategy
• You leverage technology to amplify human potential, with extensive experience using AI tools and digital platforms for user-centric problem solving.
• You possess rapid prototyping capabilities with rigorous analytical skills, synthesising insights from diverse sources into actionable strategies through continuous experimentation and feedback loops.
You will be responsible for establishing and operationalising the Whole-of-Government (WOG) Innovation Hub that enables the Public Service to tap on cross-agency capabilities, and to build a stronger innovation culture to effectively tackle complex challenges and pursue transformative solutions.
Specific Job Responsibilities
A. Ecosystem and Infrastructure Development
• Establish and maintain networks of Innovation Hub Affiliates and Sectoral/Domain Experts with clear coordination mechanisms.
• Develop comprehensive digital innovation infrastructure including AI-powered chatbots and enhanced Innovation Portal.
• Transform knowledge resources into conversational, user-centric content.
B. Innovation Support and Advisory
• Facilitate end-to-end mapping of innovation journeys to design targeted intervention models based on validated user needs.
• Provide specialised advisory support for innovation projects including project management, scaling strategies, and risk assessment.
• Serve as central knowledge compass connecting officers to policies, best practices, and innovation networks while supporting resourcing processes.
C. Strategic Outreach and Performance Management
• Monitor ecosystem performance through process indicators and gather user feedback to iterate on service delivery.
• Assess pilot success against predetermined outcomes to inform scale-up decisions and strategic refinements.
• Develop comprehensive communication strategies and engage with agencies to promote services and encourage participation.
