Responsibilities
Context
Over the past six decades of nation building, the Singapore Public Service has continuously transformed to stay ahead of the challenges brought about by rapid technological changes, disruptive business models, changing socio-demographics and rising public expectations. Another key driver of change that has become more pressing in recent years is that of manpower and fiscal scarcity.
Against this backdrop, the Public Service has embarked on the Public Sector Transformation (PST) movement to continually transform the Public Service to better serve Singaporeans. We do this by transforming business and citizen service delivery, pushing frontiers for smart regulation, building a future workplace, and supporting transformation and innovation efforts in Ministries and Statutory Boards. The PST cluster drives the PST movement, which aims to shape our future Public Service to be ready and able to build our future Singapore.
As part of the next bound of PST, there is a critical need to drive stronger Whole-of-Government (WoG) regulatory transformation to support accelerated business innovation in the face of major disruptions. The Regulatory Talent Programme Office (RTCPO) has been established to support the functions of the Regulatory Talent Council to design and implement an integrated talent development and deployment approach across the Public Service.
Specific Job Responsibilities
You will lead RTCPO, reporting to Senior Director (PST). You and your team will be involved in:
Integrated Talent Development Programme Management
• Consult extensively with multiple stakeholders across different agencies to design a regulatory talent development programme, including selection, appointment and deployment criteria and processes
• Design and operationalise the talent programme to enable cross-agency and industry exposure and build officers with broader regulatory perspectives
• Provide ongoing support to programme partners (public agencies and private companies) and participating officers throughout their development journey
Regulatory Competency Framework Development
• Engage and consult stakeholders from different sectors and ministries to review and refresh regulatory competency frameworks in collaboration with Civil Service College and domain representatives
• Develop comprehensive training roadmaps that deepen expertise in regulation policy design and delivery, in partnership with Civil Service College and domain representatives
• Support agencies in adopting and implementing regulatory competency frameworks including those that are tailored to their specific context
Strategic Partnership and Thought Leadership
• Build and maintain partnerships with institutes of higher learning, trade associations, and international organisations to establish Singapore as a regulatory thought leader
• Facilitate structured knowledge exchange programmes between public and private sector leaders
• Develop networks for regulatory innovation and best practice sharing with international regulatory bodies
Programme Monitoring and Evaluation
• Establish and monitor programme KPIs including agency adoption rates, and partnership development metrics
• Perform programme evaluation to assess the effectiveness of the various workstreams
• Develop baseline measurements for personal development, networking outcomes, and regulatory advancement capabilities
• Provide detailed programme administration support and reporting to the Regulatory Talent Council and other relevant platforms, where necessary
What we are looking for
Requirements
We seek individuals with exceptional stakeholder management abilities, who have experience designing and implementing competency frameworks and talent development initiatives. The ideal candidate thrives in complex, multi-agency environments and excels at building sustainable partnerships that deliver measurable outcomes. He or she should demonstrate strategic thinking combined with operational excellence, and possess the diplomatic skills necessary to influence across organisational boundaries while maintaining focus on collective objectives. The ideal candidate should also have deep appreciation for regulatory environments and business innovation dynamics. Prior experience working at the intersection of public policy and private sector is a bonus.
Competencies
An ideal candidate should possess the following:
• [Competency Framework Development and Application] Experience in reviewing, designing, and implementing professional competency frameworks within organisational contexts. Understanding of how to translate strategic workforce needs into practical capability development pathways. Ability to work with Civil Service College and other subject matter experts to create training roadmaps and support organisations in adopting new competency standards.
• [Programme Conceptualisation, Design and Implementation] Ability to conceptualise, design, and operationalise talent development programmes that span multiple agencies / ministries. Experience in establishing structured frameworks for talent mobility, including selection criteria, matching processes, and coordination mechanisms. Demonstrated capability in managing complex programme timelines and deliverables across diverse stakeholder groups.
• [Stakeholder Management] Strong track record in building and maintaining strategic partnerships with both public and private sector organisations, including institutes of higher learning, trade associations, and international bodies. Ability to identify mutual value propositions, negotiate partnership terms, and sustain long-term collaborative relationships that advance organisational objectives while meeting partner needs.
• [Programme Implementation Review and Evaluation] Proficiency in establishing meaningful performance indicators, conducting programme evaluation, and using analytics to assess effectiveness and inform strategic decisions. Experience in developing baseline measurements for complex outcomes and implementing monitoring systems that enable continuous programme refinement.
• [Caring For, Developing and Inspiring Staff] Demonstrate genuine interest in staff wellbeing and professional satisfaction. Provide guidance to staff to ensure timely delivery and high quality of work, including mentoring, providing feedback and career development advice to staff.
• [Thinking Clearly and Making Sound Judgement] Strong analytical and critical thinking abilities. Articulate business context and work with ambiguity and loosely defined problem spaces to synthesise data points and ground realities. Propose sound and innovative solutions to complex issues with stakeholders in mind.
• [Working Effectively with External Stakeholders and as One Public Service]: Able to work closely with external stakeholders (e.g. businesses, trade associations etc.) and across of platforms into the way we work. Possess the ability to manage stakeholders and communicate effectively through written and oral presentation.
Work Experience
Minimum 10 years' work experience, with at least 5 years of experience in HR. Prior experience in regulatory work is a must-have. At least 4 years of experience in leading and developing teams, with a proven track record of successfully managing staff to achieve organisational objectives. Demonstrated skills in organisational development, with a focus on talent development and management. Proven track record in stakeholder management across multiple organisations, with specific experience in facilitating senior-level engagements. Strong analytical capabilities with experience in programme evaluation and performance measurement. Excellent written and verbal communication skills with ability to influence and persuade diverse audiences.
